Mussoorie: Union Home Minister Amit Shah on Thursday emphasised that while the government’s job is to formulate policies, it is the responsibility of officers to implement them.
Addressing the Valedictory function of 99th Common Foundation Course at the Lal Bahadur Shastri National Academy of Administration here, he said that implementation of policies is not possible without the spirit of execution. He also urged the young officers to ensure that policies are implemented correctly and with sensitivity in the right direction, as it is their responsibility.
The Minister said in an official statement that the job of officers is to make the government not reactive, but proactive. He emphasised that it is the responsibility of officers to ensure that development reaches the last person and that every home has access to toilets, electricity, and other essential services.
He said that in civil service, there is no greater mantra than thinking of others before oneself. He mentioned that after entering public life, officers should focus on efforts to improve people’s lives.
He also emphasised that while serving as District Magistrates, officers should make maximum use of AI (Artificial Intelligence) and data, which would make their decisions more effective and accurate. He said that development does not come from statistics but from outcomes.
Shah further said that only those who maintain the spirit of learning as a student until their last breath can truly achieve progress. The Home Minister said that 38 percent of the selected civil service officers present here are women. He stated that until 50 percent of the country’s population is involved in decision-making related to policies, the concept of ‘Women-led Development’ given by Prime Minister Narendra Modi will not be fulfilled.
Referring to PM Modi’s ‘Whole of Government approach’, Shah stated that no activity can yield results in isolation, and success can only be achieved by working with this approach.
“We must also work towards social harmony with the ‘Whole of Government approach’, because unless every individual gets equal opportunities, the country cannot progress on the path of development,” he said.
“We must work together to build an India where every citizen, with self-respect and all the necessary facilities, can lead the next generation. Simply making India number one in every field will not fulfil the dream of a developed India; this dream will only be realized when 1.4 billion people move forward with full strength and equal opportunities,” he noted.
Shah said that “Militancy in Jammu and Kashmir, Left-Wing Extremism (LWE), insurgency in the Northeast, and narcotics were the four major challenges for our country.” Due to the firm policies of the government, significant successes have been achieved in all four areas over the past 10 years and reiterated that LWE would be completely eradicated by March 31, 2026. He said that any issue can be resolved by contemplation and discussion instead of worry and by creating systems instead of lamenting. “Worry diminishes our ability to think, which is why yoga and meditation should be made a daily routine. In order to solve a problem, it is crucial to create a roadmap for the issue, do micro-planning, implement it, conduct mid-term reviews, and ensure continuous follow-up,” he concluded.
