Pulwama: The General Observer for 34-Pulwama Assembly Constituency, Manoj Kumar on Thursday visited the Distribution cum Collection Centre located at Government Degree College Boys, Pulwama.
The visit was conducted in connection with the commencement of the commissioning of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs) for Assembly Constituency 34-Pulwama.

DEO Kupwara conducts inspection of DECR, RO office Kupwara
Kupwara: The District Election Officer (DEO) Kupwara, Ayushi Sudan on Thursday conducted an inspection of the District Election Control Room (DECR) Kupwara and RO’s Office of 3-Kupwara.
The aim of the inspection was to evaluate the smooth functioning of DECR.
During the inspection, DEO assessed the operations of DECR and inspected the status of static surveillance teams via CCTV surveillance and FSTs (Flying Squad Teams) via GPS tracking system.
She also took an appraisal of the strong room.
The DEO also visited RO office 3- Kupwara and meticulously inspected its functioning. She checked the documentation process for making nominations for the 3rd phase of elections, checklists for candidates and facilitation counters for candidates.

J&K Assembly Polls: Commissioning of EVM / VVPATs commences at Shopian
251 EVMs to be commissioned along with 125 reserve EMVs
Shopian: The commissioning of EVM/ VVPATs commenced on Thursday at Shopian in EVM Strong Rooms, located at Mini Secretariat for Assembly Constituencies of 36- Zainapora and 37- Shopian.
The exercise is being conducted in the presence of Returning Officers and recognised agents of political parties and contesting candidates of the district.
The process is also being supervised by concerned General Observers and monitored at EVM rooms by a joint team of officials and recognised agents of political parties and contesting candidates.
A total of 129 EVMs with reserve of 64 EVMs shall be commissioned for the Zainapora Assembly Constituency while 122 EVMs with reserve of 61 EVMs shall be commissioned for Shopian Assembly Constituency during the process.
After the culmination of the process, the commissioned EVMs shall be stored in Strong rooms under strict security vigilance and monitoring for which elaborate and foolproof arrangements are in place. The strong rooms shall be sealed as per protocol and stored EVMs handed over to Polling parties at the time of despatch on pre- poll day.
Police Observer conducts extensive visits to Pulwama, Pampore Constituencies
Pulwama: Police Observer, Akhilesh Kumar for the ongoing Assembly elections conducted a comprehensive visit to Pulwama and Pampore constituencies on Thursday.
He visited Government Higher Secondary School, Kakapora and Government Higher Secondary School, Nehama where he interacted with local residents to assure them of free, fair and transparent elections.
During his interactions, Kumar gathered valuable feedback from the public regarding election preparations and reassured them that all necessary precautions, as per the guidelines of the Election Commission of India (ECI), would be strictly implemented to ensure a smooth electoral process.
In addition, Kumar inspected various Static Surveillance Team (SST) nakas across the district of Pulwama, with specific checks at the 24/7 nakas located at Kandizal and Koil crossings.

Ganderbal: The General Observer R. Lakshmanan, Expenditure Observer Ashok Gautam and Police Observer Bipin Shankarrao Ahire on Thursday held a joint meeting here in the Conference Hall of Mini Secretariat to take first-hand appraisal of the preparedness for Assembly Elections-2024 in the district.
The meeting was attended by District Election Officer, Shyambir; SSP Ganderbal, Wasim Qadri; Additional District Development Commissioner, Mushtaq Ahmad Simnani; Additional Deputy Commissioner, Gulzar Ahmad; Dy DEO, CPO and other Nodal Officers.
At the outset, the Observers held an extensive interaction with Nodal Officers and discussed threadbare various crucial aspects related to the conduct of Assembly elections in the district.
The Observers imparted important instructions to the participants and impressed to ensure strict implementation of the Model Code of Conduct and be sufficiently vigilant while performing the duties.
The District Election Officer provided a detailed overview of arrangements including Material Management, SVEEP, Election Management Machinery, Election Expenditure Monitoring, EVM Management, arrangements at polling stations and Distribution Cum Receipt Centres (DCRC) and other measures undertaken for smooth and peaceful conduct of the forthcoming Assembly elections in the district.
It was informed that as many as 2,08,018 registered electorates are exercising their franchise in the upcoming Assembly Elections-2024 in the twin Assembly Constituencies of the district. The District Election Officer assured the Observers of the administration’s full preparedness to ensure free, fair, and peaceful elections.
While reviewing the status of polling stations, the DEO informed that a total 267 polling stations are established with all facilities in 219 designated locations in the district besides Special Polling stations are also established in different locations of the district.
SSP Ganderbal briefed the meeting regarding the security plan and status of security personnel for Pre Poll and Poll day. He said that sufficient CCTV cameras are also installed on all critical locations to ensure round the clock surveillance in the district.
Furthermore, the Observers also inspected the ongoing training session being imparted to the polling staff and enjoined upon the Officers to work with added zeal and unwavering dedication to uphold sanctity of the election process and safeguarding the democratic spirit.
Meanwhile, they conducted a thorough inspection of the arrangements at the Integrated District Election Control Room and interacted with the staff, the DEO briefed them about their operations which are well-equipped and prepared to handle their responsibilities effectively.
Later, the Observers also thoroughly reviewed the arrangements at DCRC established in Degree College Ganderbal. The DEO briefed the Observers about the arrangements and action plan for dispatching poll parties and election materials to the polling stations.
They stressed on a proactive approach and continued cooperation from all the stakeholders in preserving the sanctity of our democratic institutions.

Election Expenditure Observer inspects Integrated Control Room, MCMC, Media Centre at Kathua
Kathua: Expenditure Observer Atesham Ansari (IRS) on Thursday inspected key election facilities in Kathua District, including the Integrated Election Control Room, Media Certification & Monitoring Committee (MCMC) and the Media Centre established in the DEO Office Kathua.
The visit aimed to assess the readiness and effectiveness of the dedicated cells established to ensure transparency and efficiency during the upcoming elections. The Observer reviewed the operational status of the Integrated Control Room, MCMC, and Media Centre, and interacted with the staff to gather first-hand insights on the functionality of these units.

Expenditure Observer reviews election arrangements in Samba
Samba: Expenditure Observer for District Samba, Karthik Manickam M, conducted a thorough inspection of the preparations for the Assembly Elections-2024 on Thursday.
His visit aimed at ensuring the smooth, free, fair and transparent conduct of the elections, focusing on the various key arrangements made to uphold the integrity of the electoral process.
District Election Officer (DEO), Rajesh Sharma briefed the Expenditure Observer about the district’s geographical spread and the detailed planning undertaken by the District Administration and the Police Department to ensure transparency and fairness in all three assembly constituencies in Samba.
The briefing outlined the meticulous efforts in place to guarantee a successful election.
The review meeting was attended by several key officials, including SSP Vinay Kumar, ADC Jagdish Singh, Dy DEO Harvinder Singh and the ROs for the district’s three assembly constituencies along with key District nodal officers appointed for various election related duties.
Nidhi Gupta, Nodal Officer for Election Expenditure Monitoring (EEM), also briefed the Expenditure Observer on the various arrangements implemented to monitor the election expenditures of candidates in each of the three constituencies. During the visit, Expenditure Observer Karthik Manickam, accompanied by DEO and SSP reviewed critical election infrastructure at the District Administrative Complex in Nandani Hills, Samba.
The Observer inspected the 24×7 Media Certification & Monitoring Committee (MCMC) Cell to ensure its effectiveness in monitoring media coverage and enforcing the election code of conduct.
Additionally, the 24×7 Election Control Room was thoroughly evaluated to assess its readiness for managing real-time election-related issues and ensuring a swift response to any developments during the election period.
General Election Observer inspects Strong Room, Polling Stations in Surankote Assembly Constituency
Poonch: The General Election Observer for the 88-Surankote and 89-Haveli Assembly constituencies, Solai Bharathi Dasan, along with District Election Officer (DEO) Vikas Kundal conducted an extensive inspection of the Strong Rooms and Election cells in both Surankote and Haveli Assembly Constituencies to assess preparedness for the upcoming Assembly elections.
During the visit, DEO Vikas Kundal, provided a comprehensive briefing to the observer, covering all essential aspects for successful elections. The observer stressed the importance of a well-structured election management plan, including delivering Assured Minimum Facilities at all polling stations as mandated by the Election Commission of India (ECI). The need for effective voter facilitation through booth-level counters was also underscored.
They inspected Key facilities, including road access, water, ramps, power supply, and security arrangements. Special focus was given to equipping critical polling stations to handle the voting process smoothly. The observer also visited the 24×7 Integrated Election Control Room at the District Election Office, the Media Certification and Monitoring Committee (MCMC) and the Media Cell, which operates round the clock to manage various aspects of the electoral process and provide relevant information to the electorate.
Earlier, a meeting was held with the Returning Officers (RO) for Surankote and Haveli (Poonch) Assembly constituencies, and other Election Officers, where the observer emphasized strict adherence to ECI guidelines and the importance of following election protocols meticulously.
DEO Poonch, Vikas Kundal, revealed that the District Election Authority has completed all preparatory works to ensure a smooth election process. He announced the establishment of several special Pink and Green polling stations and confirmed that the required personnel, including presiding officers and Micro Observers have been appointed for 151 polling stations in the Surankote constituency and 190 in Haveli.
A total of 113,572 voters, comprising 58,510 male and 55,062 female voters, have been registered in the Surankote Assembly constituency, while 129,122 voters which include 65,943 male and 63,179 female have been registered in the Haveli Assembly Constituency.
Police, General Observers conduct comprehensive inspection of Counting Halls, Strong Rooms in Rajouri
Rajouri: Police Observer Dr. Vishnu Kant and General Observer for Assembly Constituencies 85-Rajouri & 86-Budhal S. Harish on Thursday conducted a joint inspection of the Counting Hall at GHSS Rajouri and Strong Room at Government Degree College (GDC) Rajouri, designated for the Rajouri Assembly Constituency.
They also visited the Strong Room at DIET, which has been set up for the Thanamandi Assembly Constituency. The inspection was aimed at ensuring that all necessary arrangements for the counting process are in line with the guidelines of the Election Commission of India (ECI).
The observers paid particular attention to the arrangements for entry and exit points, stressing the need for separate entry for polling staff and agents. “This is crucial to ensuring smooth movement and preventing any overcrowding during the counting process. The arrangement will help in maintaining security protocols while avoiding disruptions” the noted.
The observers emphasized the importance of adequate space for all personnel involved, including election staff, agents, and security personnel. To maintain transparency, the installation of CCTV cameras was emphasized by the observers. These cameras are to be placed strategically to allow political parties to monitor the counting process remotely, ensuring that the process is transparent and free from any discrepancies. This step is in alignment with the guidelines of the ECI to promote fairness and build trust among the participating political parties.
The observers also inspected the logbook registers at both the Rajouri and Thanamandi Strong Roo These registers are essential in maintaining a record of all entries and exits from the Strong Rooms, ensuring that the safety of the Electronic Voting Machines (EVMs) is maintained at all times. A detailed review of the logbooks was conducted to ensure that there are no discrepancies in the records.
Dr. Vishnu Kant and S. Harish also instructed that a videographer be deployed at the disposal of the Central Armed Police Forces (CAPF) to ensure additional layers of security. This videographer will be responsible for documenting all activities around the Strong Rooms and the Counting Halls, adding another level of oversight to the process.
The premises and boundary walls surrounding the counting centers were also inspected by the observers. They emphasized that proper fencing, security measures, and adequate lighting should be ensured to prevent unauthorized access and to safeguard the security of the area.
Throughout the visit, the observers repeatedly emphasized the need to strictly follow each and every guideline issued by the Election Commission of India. They advised the district administration to take extra precautions in maintaining the integrity of the counting process and in ensuring that no aspect of the setup is overlooked.
The District Election Officer (DEO) Rajouri, Abhishek Sharma, accompanied the General Observer during his visit to the Counting Hall and Strong Room at GDC Rajouri. In addition to inspecting polling stations, Bohra also visited the office of the Returning Officer (RO) for Assembly Constituency 87-Thanamandi. Ramban : General Observer Himanshu Kumar Rai, along with Police Observer Kunal Aggarwal, Expenditure Observer Sulekh Chand Jain, and District Election Officer (DEO), Baseer-Ul-Haq Chaudhary on Thursday conducted thorough inspection of the Strong Room at AC-54 Ramban Thursday. The Observers reviewed the election-related preparations in line with the established election schedule.
During the inspection, the observers issued necessary instructions to the officers, stressing the importance of ensuring foolproof security and comprehensive arrangements to guarantee free, fair, and transparent elections in both Assembly Constituencies of the district.
After the Strong Room inspection, the observers visited the venue for the training organized by polling staff.
The observers interacted with the staff undergoing training, which focused on the efficient handling of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) syste They underscored the importance of engaging fully with the training to improve their proficiency in operating EVMs and VVPATs, as well as acquiring the essential knowledge required for the efficient conduct of the elections.
Additionally, the observers encouraged participants to familiarize themselves with the rules and guidelines issued by the Election Commission of India (ECI) concerning election procedure.
During the interactive session, resource persons addressed various questions and concerns raised by participants regarding their polling duties, ensuring that all doubts were clarified.
J&K Assembly Polls: General Observer reviews election facilities in Bhaderwah constituency
Bhaderwah : General Observer for Assembly Constituency (AC) 51- Bhaderwah Malikarjuna -A on Thursday chaired a crucial meeting to review election related arrangements here Thursday.
The meeting brought together heads of all election officials, who provided updates on their role and responsibilities during the electoral process.
The General Observer AC 51- Bhaderwah emphasized the need for accurate and accessible polling station information, as well as the timely execution of election-related duties by all departments involved. Special attention was given to ensuring adequate security measures, voter facilitation, and the provision of basic amenities at polling stations.
District Election Officer Doda, Harvinder Singh, also participated in the meeting, accompanying General Observer Malikarjuna A.
J&K Assembly Polls: Police Observer for Reasi inspects strong rooms, holds meeting with SSP Reasi
Reasi : Police Observer for District Reasi Pradeep Kumar Yadav conducted a thorough inspection of Govt. Polytechnic College, Reasi where the Electronic Voting Machines (EVMs) will be stored after the elections in the strong rooms of AC-57 Reasi and AC Mata Vaishno Devi.
He also held a meeting with SSP Reasi, Gaurav Sikarwar along with other police officers to review security arrangements in Reasi.
The inspection focused on the evaluation of security protocols, CCTVs, secure logistical arrangements at Strong Room.
The aim of inspection was to ensure that all arrangements are in place for the secure storage and management of election materials and to assess the preparedness of the district for the Assembly elections 2024.
He also checked the accommodation provided to security forces and instructed officials to provide adequate facility to them.
During the meeting, Police Observer laid special emphasis on fortifying security measures to safeguard against potential threats to ensure security measures are in place ahead of the upcoming election.
He was accompanied by SSP Reasi Gaurav Sikarwar, DySP Hq Neeraj Padyar, ARO Suresh Singh, and other concerned Officers and officials.
