In a region renowned for its rich cultural tapestry and breathtaking landscapes, the Jammu and Kashmir Administrative Council, under the leadership of Lieutenant Governor Manoj Sinha, has embarked on a series of transformative initiatives aimed at fostering economic growth, preserving heritage, and nurturing artistic endeavors. At the heart of this visionary agenda lies the newly approved Jammu and Kashmir Film Policy-2024. This policy, crafted with meticulous attention to detail, seeks to position Jammu & Kashmir as a vibrant hub of cinematic creativity and productivity.  With its comprehensive provisions and forward-looking approach, the policy aims to unlock the immense potential of the local film industry while attracting filmmakers from across the globe. The Jammu and Kashmir Film Policy-2024 marks a watershed moment in the history of the region’s entertainment industry. Under the able guidance of Lieutenant Governor Manoj Sinha, the Administrative Council has approved this landmark policy, which supersedes the existing J&K Film Policy-2021. Central to the policy’s objectives is the provision of time-bound administrative assistance and the establishment of a dedicated Single Window Cell. This streamlined approach aims to facilitate the seamless processing of permits and clearances for film shoots, eliminating bureaucratic hurdles and fostering a conducive environment for artistic expression. Moreover, the policy introduces a comprehensive package of financial assistance, including subsidies and incentives, to incentivize film production within Jammu & Kashmir. By promoting both government and non-government organizations associated with the publicity of cinema, the policy seeks to create a robust ecosystem that nurtures talent and promotes local narratives on a global stage. Crucially, the policy underscores a commitment to infrastructure development, with a focus on creating nationally competitive facilities for filmmaking. From the establishment of the Film Development Council to the implementation of mechanisms for branding and promotion through film festivals, every aspect of the policy is designed to catalyze growth and innovation within the local film industry. In a parallel endeavor to preserve the region’s rich cultural heritage, the Administrative Council has approved the restructuring of the Mubarak Mandi Heritage Society. Recognizing the significance of the Mubarak Mandi Heritage Complex as a symbol of Jammu and Kashmir’s cultural identity, the decision to transfer administrative oversight from the Tourism Department to the Culture Department reflects a strategic realignment aimed at enhancing preservation efforts. By integrating MMJHS projects into the Culture Department’s regular budget, the restructuring initiative promises to bring greater organizational efficiency and funding stability to heritage preservation endeavors. This move not only addresses longstanding funding concerns but also underscores the administration’s commitment to safeguarding the architectural legacy of the region for future generations. Complementing efforts to preserve heritage sites is a strategic initiative aimed at enhancing tourism experiences in the region.

The Administrative Council has sanctioned the installation of a vertical lift connecting the Peerkho Station of the Jammu Ropeway Project to the Mubarak Mandi Heritage Complex. This state-of-the-art infrastructure project, conceptualized with technical expertise from IIT Jammu, promises to improve accessibility and promote seamless integration of key tourist attractions. With its capacity to transport passengers efficiently between the Peerkho Station and the Mubarak Mandi Heritage Complex, the vertical lift represents a significant step towards enhancing visitor experiences and fostering cultural exploration in the region. In a bid to address the challenges faced by domestic electricity consumers, the Administrative Council has extended the Amnesty Scheme-2022 until March 31, 2025. This initiative, aimed at providing relief to consumers burdened by outstanding power dues, offers a waiver of interest/surcharges on principal amounts. By facilitating affordable installment payments and incentivizing timely bill settlements, the scheme not only benefits consumers but also contributes to the financial health of government DISCOMS. With a focus on reducing commercial losses and narrowing the gap between revenue and expenditure, the extension of the Amnesty Scheme underscores the administration’s commitment to ensuring equitable access to essential services while promoting fiscal sustainability. As Jammu and Kashmir embarks on this transformative journey, guided by the visionary leadership of Lieutenant Governor Manoj Sinha, the region stands poised to realize its full potential.
