PWMUs Missing In J&K Villages

Unfortunately the Panchayat representatives too have failed to attract the attention of the Government towards the dire need of the rural populations for the facility of Plastic Management Infrastructur

With a standing committee of parliament recently putting on record it’s concerns over the facility of Plastic Management Infrastructure in the Villages of Jammu & Kashmir in the wake finding Plast Waste Management Units functional in just three out of 285 blocks the startling revelations about the functioning of Plastic Management Infrastructure in Jammu & Kashmir village deserve and demands immediate attention and intervention of all the Deputy Commissioner of J&K districts. The revelation points to fact that Plastic Waste Management Units (PMUs) have not been set up even under Swachh Bharat Mission (Grameen) Phase-II in most of the villages of Jammu and Kashmir. Interestingly the unprecedented delay in establishing Plastic Waste Management (PWM) infrastructure in the Villages of Jammu & Kashmir has been noticed by a standing committee of parliament but not by panchayat representatives and Deputy Commissioners of J&K districts. Though three tier Panchayat System is working for the last three years in Jammu & Kashmir but unfortunately the Panchayat representatives too have failed to attract the attention of the Government towards the dire need of the rural populations for the facility of Plastic Management Infrastructure.  Panchyat bodies failing to establish facilities for segregation, collection, and disposal of the plastic waste during last three years of their existence owe huge explanations to both the Government and as well as the hapless rural populations of Jammu & Kashmir. Due to laxity shown by both the Panchayat representatives and as well as the J&K’s Deputy Commissioners in establishing Plastic Waste Management Units (PWMUs) the apple orchards and playgrounds in most of the villages have been virtually changed into dumping sites and yet again authorities pay no heed to the growing  public demands for  Plastic Waste Management and Disposal facilities in most of the community blocks.

“While rural populations reserve the right to know that whether paucity of funds or any other technical reason is the cause of the unprecedented delay in establishing Plastic Waste Management Units (PWMUs) in J&K Villages, it is for the Government to expedite the process of establishing Plastic Waste Management Units (PWMUs) in all the J&K Villages and review their functioning from time to time.”

Though Government under Swachh Bharat Mission guidelines is mandated to set up Plastic Waste Management Units in each one of the 285 community blocks in Jammu & Kashmir but the laxity shown in implementing the guidelines of Swachh Bharat Mission in 282 out of 285 blocks demands and deserves a thorough investigation for the purposes of action against those who are responsible for the mess. While rural populations reserve the right to know that whether paucity of funds or any other technical reason is the cause of the unprecedented delay in establishing Plastic Waste Management Units (PWMUs) in J&K Villages, it is for the Government to expedite the process of establishing Plastic Waste Management Units (PWMUs) in all the J&K Villages and review their functioning from time to time.
