Since climate change triggers disasters not only in Jammu & Kashmir but almost in every part of the world, the Governments face the challenges with wisdom through technological interventions in the present digital era. People know that while rains trigger floods and cloudbursts that hit crops and the standing properties, the snowless winters and heat waves of summer lead to droughts. Though people have fought the furry of floods with exemplary bravery in the year 2014 but the eruption of a draught like scenario could be a new experience for the people in Jammu & Kashmir hugely panicked by the ongoing nonstop dry spell this time. As the current dry spell has sky rocketed the fears of people about water shortage, agriculture and horticulture activities, future of coming tourist season and hydro power availability in Jammu & Kashmir, the onus of responding to the fears of the people lies on the Government. The people wait for the responses from the government to come but unfortunately Government is yet to respond to the fears of the people about the eruption of a draught like situation in coming months. Like people the government has not to wait for the intervention of divine power of nature as it has the infrastructure at it’s disposal to fight disasters like draughts and floods. So administrative wisdom demands that Government intervenes with the infrastructural facilities available to it to reduce the rising fears of people about the eruption of a draught like situation triggered hugely by the current nonstop spell of dry spell at the fag end of the mid winter period “ Chilla-i- Kalan” this year.
“Since the peak times for both the farming and tourist activities are about to commence in a month or so ,it is for the Government to aware people about the practices and procedures they to following to change the tracks of farming and tourist activities both in Kashmir Valley and as well as Jammu division. It is the time for the Jammu & Kashmir Government to fine tune their climate change strategies to respond to the changing realities and in this endeavour institutions need to develop capabilities to resist shocks and risks of any prolonged wet spell both in Kashmir Valley and Jammu division.”
Since experiences have shown that without community involvement no big disaster management initiative can reduce the fears of the people, the Government’s fight against the current dry spell could begin well in advance with awareness of the people about their adaption to the changing weather situation. Adaption of the people to the changing weather situation doesn’t mean people could be asked to change their eating habits or life styles but they could be asked to change the tracks of the farming and tourists activities to secure their livelihoods for the purposes of securing their accessibilities to basic amenities of life.
