Non Teaching Jobs For Govt Teachers

“Bad trend of assigning non teaching jobs to teachers at offices of ZEOs, CEOs and the twin directorates at Srinagar and Jammu heads to no dead end.”

Though enrollment drive by Government schools continued for more than a year but unfortunately it did not increase the enrollments with a bigger intensity to throw up a bigger challenge to private schools. Not only the standard of education but understaffing at Government schools trigged by the deployment of teachers on non teaching jobs at the offices of Zonal Education Officers (ZEOs), Chief Education Officers (CEOs) and Directorates of School Education Department both in Srinagar and Jammu has also brought into disrepute the Government Schools. As the bad trend of assigning non teaching jobs to teachers at offices of ZEOs, CEOs and the twin directorates at Srinagar and Jammu heads to no dead end, neither the working in Government schools improves nor the drop in enrollments is contained with the bigger intensity it should have been contained in Government Schools across Jammu & Kashmir. Very true it is that many a times in the past the Government issued several orders to recall teachers from the Zonal and District Education Offices back to their original places of postings in schools but unwanted political interventions over retention of teachers at Zonal and District Education Offices has spoiled a very good decision of the Government year after year.

“Instead of calling for implementation of previous orders on detachment of teachers from the offices of ZEOs, CEOs and Directorates for return of such teachers to their original places of postings at schools it would be better for the Government to issue a fresh order for detachment of teachers from the offices of ZEOs, CEOs and Directorates of Srinagar and Jammu for return of such teachers to their original places of postings at schools with strict vigil over the implementation process from the office of the Principal Secretary School Education Department. Unless and until the Government does not put a blanket ban on attachment of teachers in the offices of ZEOs, CEOs and Directorates of Srinagar and Jammu for the purposes of implementing zero tolerance against assigning no teaching jobs to teachers in administrative offices, the plan of increasing enrollments in furtherance of causes of shifting the public attention from Private to Government schools can’t be translated into a reality.”

Even during last five years Government several times ordered detachment of teachers from the Zonal and District Education Offices for their return to their original places of postings at schools but within a gap of few months the unwanted political interventions led to the retention of such teachers on selective basis at zonal and district education offices both in Kashmir Valley and as well as Jammu division. To further the causes of quality education and rise in enrollments at Government Schools the onus lies on School Education Department over this issue. Administrative wisdom demands that both Principal Secretary School Education and as well as Directors Of School Education both in Srinagar and Jammu show zero tolerance against the retention of teachers at Zonal and District Education Offices after orders for their return to their original places of postings at Government schools are issued by the competent authorities. Instead of calling for implementation of previous orders on detachment of teachers from the offices of ZEOs, CEOs and Directorates for return of such teachers to their original places of postings at schools it would be better for the Government to issue a fresh order for detachment of teachers from the offices of ZEOs, CEOs and Directorates of Srinagar and Jammu for return of such teachers to their original places of postings at schools with strict vigil over the implementation process from the office of the Principal Secretary School Education Department.
