Vigil over functionality of Intelligent Traffic Management System (ITMS) directed by Chief Secretary, Atal Dulloo at a review meet of traffic police department won’t only facilitate hassle free travel on roads in cities as observed by Chief Secretary himself but if enforced well on roads it would also reduce the increasing frequency of road accidents on hilly roads in hilly districts like Doda and Kishtwara distrcts in Chenab Valley and Poonch and Rajouri districts of Jammu division. Though after the death of 39 travelers in a recent tragic bus accident on Batote Kishtwar highway near Assar in Doda district the traffic police department had launched an intensive drive against overloading in the passenger vehicles on hilly roads of Chenab valley for about two weeks but as the intensity of the intense drive against overloading did not last longer than two weeks on the hilly roads of Chenab valley, the fear of more tragic road accidents has again panicked the hapless populations in the hilly district of both Chenab Valley and as well as Pir Panjab area of Jammu division. Undoubtedly vigil on traffic movement for the purposes of hassle free travel on the roads particularly those leading to tourist places deserves highest priority but ultimately hassle free traffic for all purposes comes next to accident free traffic as accident free traffic guarantees security and safety of travelers on road in both plains and as well as hilly areas of Jammu & Kashmir like many states and union territories of the country. Though Chief Secretary deserves all compliments for having directed the traffic police department to anyalise the traffic data and deploy sufficient manpower to more congested area in view of their high vulnerability to intense traffic irregularities, but it is enforcement of the decisions which matters the most.

Though there is absolutely no disagreement over the stress on vigil over traffic movement for the purposes of hassle free traffic and accident free travel as it would surely improve the traffic system in Jammu & Kashmir but enforcement of the directions and the follow up of the decisions by the Chief Secretary himself from time to time alone would ultimately lead to improvement in the traffic management system in Jammu & Kashmir.”
Once the traffic data of any areas is analysed as directed by the Chief Secretary the traffic police department would find it easy to take necessary measures for decongesting the traffic in the congested areas and this would hopefully take the traffic police department somewhere nearer to the desired targets of accident free and hassle free traffic on the roads in both the plains and hilly areas of both Kashmir Valley and as well as Jammu division.
