Attal Dulloo: A Forward Looking Bureaucrat in The Hot Seat In J&K

“Shutting the doors for wrongs that ruined bureaucracy for decades together the Union Home Ministry has very righty choosen to go by the Principle of Seniority in choosing Atal Dulloo a forward looking bureaucrat of Jammu & Kashmir for appointment as Chief Secretary”.

The appointment of Attal Dulloo as Jammu & Kashmir Chief Secretary has been welcomed very rightly by people of all shades and opinions due to his deepest public acquaintance both in Kashmir Valley and as well as Jammu division. Duloo is one of the few serving top bureaucrats of erstwhile Jammu & Kashmir IAS cadre who have the distinction of working under the influence of both the erstwhile single line administration system and as well as the administrative practices and procedures adopted post 2019 J&K Reorganisation Act  that led to abrogation of Article 370 and bifurcation of erstwhile Jammu & Kashmir state into two union territories. The 1989-batch IAS officer Atal Dulloo taking charge as the Chief Secretary of Jammu and Kashmir though makes him the third Kashmiri Pandit to become the top bureaucrat in Jammu & Kashmir but unlike Dulloo other two top IAS officers of Kashmir Pandit Community M L Koul and S L Bhat did not occupy the position of Chief Secretary despite having all capabilities and professional brilliance to head the bureaucracy in Jammu & Kashmir during the reign of Farooq Abdullah led National Conference Government from 1996 to 2002 when  Ashok Jaitley the most trusted bureaucrat of Farooq Abdullah held the top position for six long years only due to his personal proximity with Abdullah as Chief Minister of erstwhile Jammu & Kashmir State. Never forget that Farooq Abdullah is being blamed for worst ever misrule during the period 1996-2002 by people of all hues. Records speak themselves that while M L Koul one of the finest planners of erstwhile J&K state was put on a punishment posting at J&K IMPA (Now called J&K IMPARD) for four long years till he attained the age of superannuation, the second top bureaucrat of Kashmiri Pandit Community S L Bhat was appointed Chairman J&K Public Service Commission in the year 2009 just to deny him the position of Chief Secretary and even any other role in J&K’s mainland bureaucracy.  “Having won Prime Minister’s Award for Excellence in Public Administration in 2008 and Chief Minister’s Gold Medal for Honesty, Integrity, and Meritorious Public Service in 2016 besides being adjudged one of the 50 Most Influential Indians by the country’s top most publication “Indian Express” in 2020 Attal Dulloo is apparently the right choice for the position of Chief Secretary in Jammu & Kashmir. Recognized for spearheading significant reforms for enhancing infrastructure, human resources, and quality of health services in Jammu & Kashmir Attal Duloo is also known for his proactive approach in combating COVID-19 pandemic. The role played by Attal Dulloo in implementing Holistic Agriculture Development Program (HADP) months before proceeding on central deputation early this year is being lauded by none else than Lt Governor Manoj Sinha himself. With his wealth of experiences , bureaucratic brilliance and Profession distinction people of Jammu & Kashmir to witness an era of institutional transparency, Industrial growth and infrastructure under Atal Duloo’s leadership”.

Dulloo having the distinction of implementing decentralised planning with greater degree of efficiency and developmental orientation in atleast three districts of erstwhile Jammu & Kashmir state is also known for his reformative style of functioning as Principal Secretary Finance, Financial Commissioner Health and Medical Education and Financial Commissioner Agriculture Production Department.
