Though developing infrastructure and increasing work force at the healthcare facilities are the two key uncompromising priorities for improving the healthcare facilities for any government in any part of the world and same holds good for the Jammu & Kashmir Government but equipping colleges and hospitals with only quality equipments without taking care of adequate space for different departments at the hospitals more so at district hospitals is in one way or other tantamount to compromising the conveniences of both the patients and as well as the doctors and paramedics attending them . While in the twin capital cities Srinagar and Jammu the associated hospitals are established not at the campuses of the medical colleges but at different places quite convenient for both the patients and as well as doctors, the stress of the associated hospitals on the district hospitals at the places where new medical colleges have been set up demands and deserves immediate attention and intervention of the Government for the purposes of better management of healthcare services. Interestingly the internship courses besides DNB and paramedical courses are being held at the district hospitals where the new medical colleges have been set up and space for carrying out too much stress of academic and non academic activities is almost unmanageable task for any district hospital which is associated with any newly set up medical college. While administrative powers of the associated hospitals of medical colleges in Srinagar and Jammu are vested with almost half a dozen medical superintendents, there is only one medical superintendent at one district hospital taking care of the functioning of too many associated hospitals at places where the new medical colleges have been set up.

Though appointment of Assistant Professors though J&K PSC and National Health Mission (NHM) has reduced the scope for grievances of understaffing at any of the newly established medical colleges but the staff put at the disposal of medical superintendents of the associated hospitals at the newly set up medical colleges is not sufficient enough to cater to the increasing daily patient arrivals at such hospitals. Quiet contrary to the rising demand for more doctors and paramedics at secondary and tertiary medical facilities the recruitment for the appointments of doctors and paramedics are not being undertaken at an accelerated pace.
