Stocking Of Essentials Ahead Of Winter In Valley

“Though Divisional Commissioner Kashmir, Director Consumer Affairs, Food & Civil Supplies (Kashmir) and Deputy Commissioners of valley districts should have started the routine practice of reviewing the supply position in valley in the very first week of November”.

As 40 day long harshest period of winter “Chilla-i-Kalan” is barely a month away, the stocking of essentials for mid winter months in view of the decades old experiences of spike in shortage of essential commodities during winter in valley deserves immediate attention and intervention of the Government. Though the intensity of shortage of essentials in Kashmir valley usually triggered by frequent disruptions on Jammu-Srinagar highway is expected not to be as high as it used to be in yesteryears due to completion of the most vulnerable parts of the Ramban-Banihal tracks of four lane Jammu- Srinagar highway so for but yet again the Government still needs to take some stringent measures for the purposes of maintaining hassle free supply of essential commodities to people during mid winter months in Valley. Though Divisional Commissioner Kashmir, Director Consumer Affairs, Food & Civil Supplies (Kashmir) and Deputy Commissioners of valley districts should have started the routine practice of reviewing the supply position in valley in the very first week of November in view of the prediction of wet spell from November 8-10 but they are yet to start this routine practice. Administrative wisdom demands that Kashmir’s divisional administration wakes up before any snowfall or heavy rains disrupts normal life in Valley.

“As experiences of decades show that essential supplies can’t be restored by half hearted measures immediately after snowfall disrupts normal life in valley but by hassle free transportation of essential commodities from Jammu and other parts of the country to Kashmir valley and their free availability in the markets in Srinagar and other districts of Kashmir valley, administrative wisdom demands that Kashmir’s Divisional Administration implements it’s winter action plans right in the earnest much before any snowfall or heavy rains disrupt the transportation of essentials from Jammu and other parts of the country to Kashmir Valley”.

Since free availability of essentials like petrol, diesel, LPG cooking cylinders, rations and medical supplies in hospitals in the chilly months of winter has been always a matter of greater concern for both the people and as well as the Government, administrative wisdom demands that Divisional Commissioner Kashmir immediately holds a review meeting on the availability of stocks both in Srinagar and other district headquarters with Valley’s Deputy Commissioners and Director Food, Civil Supplies and Consumer Affairs Kashmir. After all it is the institutional, moral and administrative responsibility of Kashmir’s divisional administration to maintain the free availability of essentials supplies and delivery of essential services during mid winter months both in accessible and inaccessible areas of Kashmir Valley with the spirit of public accountability .
