The trend of participating in competitive examinations like Combined civil services examination conducted by either the J&K Public Service Commission or the Union Public Service Commission developing fast among the college and university pass outs in Jammu & Kashmir like their contemporaries in many states and union territories of the country has shown a steep rise in the no of qualifiers in the All India Service Examinations conducted by Union Public Service Commission in recent year. The Youth of Jammu & Kashmir are not qualifying only UPSC’s Combined Services Examination but they are now also cracking now Indian Forest Services Examination, Indian Economic Service Examination and Indian Engineering Service Examination. This increasing interest of J&K Youth in participation in UPSC examinations conducted for selection to prestigious public services is by all standards of understandabilities shows their intention to play a bigger role in the process of policy making and implementation at higher levels not only in Jammu & Kashmir but also at the national level. As youth of Jammu & Kashmir have found a right way to integrate themselves with the country’s mainland developmental process by tending to be part of key public policy institutions by qualifying All India Services Examinations, the onus of giving a conducive atmosphere to Jammu & Kashmir youth in colleges and universities for preparing themselves for All India Services Examinations conducted by UPSC lies on the higher education department of Jammu & Kashmir Government exercising administrative control over colleges and universities in Jammu & Kashmir.

“It is for the Government to develop an atmosphere of preparations for the All India Service Examinations for the students much before they come out with degrees in their hands from colleges and universities across Jammu & Kashmir. Teachers in colleges and universities may find in the practice of conducting coaching classes for All India Service Examinations an opportunity to identify the students’ possessing high intelligence quotients (IQ) who have always greater potential to qualify All India Service Examinations”.

The practice of conducting coaching classes for the aspirants of All India Service Examinations if introduced in colleges and universities would most probably be the most right way to further the causes of increasing the participation of J&K youth in All India Service Examinations conducted by UPSC annually. A practice for coaching students for All India Service Examination in colleges and universities could begin with the conduct of mental ability tests for undergraduate and post-graduate students showing their interest in participating in All India Service Examinations. Students by all standards of understandabilities would also find in their participation in coaching classes for All India Service Examinations an opportunity to test and enhance their cognitive abilities. It is for the Government to develop an atmosphere of preparations for the All India Service Examinations for the students much before they come out with degrees in their hands from colleges and universities across Jammu & Kashmir. Teachers in colleges and universities may find in the practice of conducting coaching classes for All India Service Examinations an opportunity to identify the students’ possessing high intelligence quotients (IQ) who have always greater potential to qualify All India Service Examinations. As aalmost all the students in a class at a college or university are almost like-minded , most of them would most likely find in the conduct of coaching classes for All India Service Examinations a conducive atmosphere for collaborative learning and healthy competition.
