As more and more residential colonies are coming up with the unprecedented rise in population and migration of ruralites to cities and towns in Jammu & Kashmir like most of the states and union territories of the country, the civic bodies in Srinagar and several major towns of Kashmir Valley are grappling with a huge challenge of constructing lanes and drains for the convenience of the people in the new housing colonies equally in Srinagar city the summer capital and major towns of Kashmir Valley. People can wait for certain basic services but certainly not for water, drainage and road facilities. Unfortunately most of the residential colonies both in Srinagar and major towns of Kashmir Valley don’t get water, drainage and power facilities as early as they want such facilities to reach their doorsteps. Since there is no bar on private builders to take basic facilities like water, drainage and roads to the new residential colonies before constructing them, the people with first few days after buying residential houses in new residential colonies find themselves grappling with challenges of approaching the concerned departments for water, drainage and power facilities. While the struggle of the people for water, drainage and power facilities in the new housing colonies does not end for months and even years together, the municipal bodies don’t bother to amend the existing building permission laws to hold private builders accountable for developing residential colonies without taking there the basic human facilities like water, drainage and power. In view of the increasing vulnerability of the people to flood threats and water borne diseases in the new residential colonies due to poor water and drainage facilities the construction of lanes and drains in new residential colonies demands immediate attention and intervention of the Government.

As the trend of buying even under construction residential houses in under construction housing colonies is spreading fast in towns and cities across Jammu & Kashmir, administrative wisdom demands that building permission laws for the private builders are amended for the purposes of basic civic facilities like water, drainage and power availability in the new residential housing colonies.
