Well Advised Repatriations, Deputations In J&K Bureaucracy

“Central Government’s Cabinet Committee on Appointments (CCA) can never ever be questioned as the people in this committee have greater wisdom on major national issues than the scribes questioning the repatriation or deputation of officers on the basis of their performance on U-tube channels on social media sites”.

Though transfers of bureaucrats in case of the officers of All India Services including IAS and IPS are not always performance based but the quantum of respect shown by the officers to the conduct and services rules are also viewed seriously by the people in the Central Government’s Cabinet Committee on Appointments (CCA) in taking a final call on their transfers and inter cadre deputations. After the replacement of the erstwhile Jammu & Kashmir cadre by the AGMUT cadre dozens of bureaucrats from other states have been brought to Jammu & Kashmir and such officers are now also being repatriated to the states who have sent them on deputation to Jammu & Kashmir. Similarly some officers of AGMUT and others cadres are now also showing their willingness to move out on central deputation with many of them choosing their repatriation to the states from where they have come on deputation. So even the willingness of officers to move out from Jammu & Kashmir to some other state or the central government also gets a consideration it deserves. Whatever may be reasons for deputations and repatriations of the officers of All India Services particularly IAS and IPS, it is an irrefutable fact that while the transfers are part of service the wisdom of members of the Central Government’s Cabinet Committee on Appointments (CCA) can never ever be questioned as the people in this committee have greater wisdom on major national issues than the scribes questioning the repatriation or deputation of officers on the basis of their performance on U-tube channels on social media sites.

“Any attempt to generate any opinion for retention of any overstaying officer of All India is tantamount to questioning the wisdom of the Central Government’s Cabinet Committee on Appointments (CCA), the scribes developing a bad trend of debating the retentions of the officers of All India Services including IAS and IPS on social media sites are bringing their own professional integrity and neutrality into question besides questioning the unquestionable administrative wisdom of the members of the Central Government’s Cabinet Committee on Appointments (CCA). After all members of the Central Government’s Cabinet Committee on Appointments (CCA) have a greater understanding about the bigger national issues revolving around the suitability of offers of All India Services for key positions in both the Central and State / UT Governments”.

Unfortunately uploading videos about their day to day field activities has become a routine practice for many IAS and IPS officers presently posted in Jammu & Kashmir and while doing so such officers remain engaged more on social media sites and less in the conduct of their professional duties on ground. Administrative wisdom demands that officers of both All India and Local Services excepting those dealing with the security related matters are asked to restrict their activities on social media sites to just one or two days on weekly basis as U-tube channels are creating unwanted hype over the repatriation and deputation of few All India Service Officers on their basis of their performance without looking at the service rules of the All India Services. By any standards of understandabilities performance does not give the right of retention and overstaying to any officer of the state or All India Service.
