Era Of Citizen-Centric Online Services In J&K

Working of e-office system of governance through hundreds of online services has brought about a huge change in the working of the Government offices from the highest corridors of power in the civil secretariat down to the office of the Block Development Officer in a village.

With the introduction of over 1,000 online citizen centric services in Jammu & Kashmir the introduction of Information technology services has unprecedentedly increased the accessibility of people to key services and basic facilities simultaneously in both Kashmir Valley and as well as Jammu division. The increasing accessibility of people to online services after the introduction of 5G internet services few months back has brought a huge respite to the people of Jammu & Kashmir and this reminds the people of Jammu & Kashmir the commitment of Lt Governor Manoj Sinha and Chief Secretary Dr Arun Kumar Mehta about transparency and accountability in delivery of key services and also easy access to key services and basic facilities. The easy access of the citizens to basic facilities through online services has not only reduced the increasing red tapism in Government offices but it has also enabled the citizens to get in short time key personal and property documents like domicile certificates, income certificates, reserved category certificates, aadhar cards, election identity cards and revenue extracts. To get such personal and property documents the physical presence of citizens in concerned Government offices is not mandatory now and what matters the most is the fact that for getting such documents the people are not now exploited in the local Government offices the way they were being exploited in the past by the lower rung officials in the offices of revenue and rural development departments. In fact the working of e-office system of governance through hundreds of online services has brought about a huge change in the working of the Government offices from the highest corridors of power in the civil secretariat down to the office of the Block Development Officer in a village.

“What matters the most is the fact that under the Public Service Gurantee Act (PSGA) implemented by the Government to further the causes of accountability in accessibility of people to key services and basic facilities the officers responsible for any delay in providing explanations are now liable for punitive action. The fear of punitive action has increased the fear of accountability in Government offices from the higher power corridors of civil secretariat down to the offices of the block development offices in Jammu & Kashmir”.

Since timelines have been fixed for delivery of key services and basic facilities to the people in Jammu & Kashmir, there is now absolutely no scope for unwanted delays in the delivery of key services to the people as concerned officers are now asked to explain in short time the delays in the delivery of services to the people. What matters the most is the fact that under the Public Service Gurantee Act (PSGA) implemented by the Government to further the causes of accountability in accessibility of people to key services and basic facilities the officers responsible for any delay in providing explanations are now liable for punitive action. The fear of punitive action has increased the fear of accountability in Government offices from the higher power corridors of civil secretariat down to the offices of the block development offices in Jammu & Kashmir.
