Annual transfer drive was though enforced to end mid academic season transfers of teachers and lecturers in School Education Department but unfortunately the mid academic season transfers doesn’t head to any dead end even under the much hyped Annual Transfer Drive started in November last year and continuing unabated in mid-summer months of July and August this year. When transfers under Annual Transfer Drive started in the month of November last year continue even now in August this year, the basic spirit of ending the mid academic season transfers is not only lost but also violated. Unfortunately the mid academic season transfers of teachers under Annual Transfer Drive of School Education Department have disturbed the education of children in Government schools. While some teachers were transferred in mid academic season only last month, i.e., July more are expecting their transfers in a month or so under the continuing annual transfer drive leaving students confused about the timing of the completion of their syllabus before the commencement of winter vacations which are just four months away. While the transfers of teachers pushing children in a state of chaos and confusion in mid academic season goes against the spirits of quality education in Government schools, the said process of transfers if continued without sticking to fixed timelines would put under stress the teaching-learning process at Government Schools. While the transfer cases of teachers are still under process either in the administrative department or at the twin school education directorates of Kashmir and Jammu divisions, the proposals for transfers of lecturers are yet to be initiated by the School Education Directorates of Kashmir and Jammu divisions.
“While putting mid academic session transfers of teachers under continuing annual transfer drive on suspension mode would at present bring stability in the teaching learning process till the end of the academic session in March next year in Government schools across Jammu & Kashmir, administrative wisdom demands that Government works out a procedure for completion of the annual transfer drive before the start of admissions in schools in the months of April, May and June annually”.
Unfortunately the timing of the annual transfer drive coincides with the timing of the conduct of Board Examinations in Kashmir Valley due to which the transfers of teachers under annual transfer drive could not be completed before the commencement of annual examinations in March and April Months this year. A new strategy for the annual transfer drive for teachers and lecturers to complete the process of transfers before the commencement of admissions in schools annually in could be an ideal way to complete the annual transfer drive in fixed timelines in both Kashmir Valley and as well as Jammu division.
