2-day Capacity Building Training Prog of Technical,Digital aspects of Investigation concludes at PHQ

Srinagar: Two day Capacity Building Training Programme of technical/digital aspects of investigation concluded at Police Headquarters Srinagar with the valedictory function here on Tuesday. Justice V. C. Koul Judge, High Court of J&K and Ladakh was the chief guest on the occasion.
Speaking on the occasion Justice Koul congratulated Jammu and Kashmir Police for organizing the two days capacity building training programme. He said that this training programme will definitely help the JKP investigating officers while investigating different types of cases and that will help in imparting justice in the court of law. He said that when we see that the offence for which an individual or association is to be punished or panelized then we should be sure that the investigation conducted by IO should be at par with the requirements of the Act so that the Prosecution is able to prove its case on the touchstone of law. He said that IOs have an important role in conducting investigations and in making preparations for all aspects of the matter which relate to final submission of challan before the court of law.
In his address, Director General J&K Police Dilbag welcomed Justice V. C. Koul, Judge High Court of J&K and Ladakh and expressed gratitude for accepting the request to grace the valedictory function. He also thanked Spl. Judge of NIA court Srinagar Sandeep Gandotra for participating in the capacity building programme and also for delivering valuable lectures for the investigation officers of J&K Police. The DGP also thanked DG NIA and his team for their support to J&K Police in holding these workshops.
He said that this capacity building training programme with NIA is the 7th course of its kind being organised and it has been a wonderful experience, so far 801 investigating as well as prosecution officers have benefitted out of these programmes. He said that these programmes have helped a lot in investigation & disposal of different cases, yet there is much more effort needed to put in to do better, he added. He emphasized upon IOs & POs that to achieve desirable conviction in UAPA & NDPS cases, there is no margin for error on the part of investigation. He said that Jammu and Kashmir Police as a force is known for its competence on every front and emphasized on officers to hit on eco-system of terrorism through quality investigation. He said that organizing the training workshops will definitely help in long way better disposal of different cases.
Meanwhile, the ADGP Coord/Hqrs, PHQ, M. K. Sinha in his address welcomed all the dignitaries and participating officers in the valedictory function. He said that Jammu and Kashmir Police has been at the forefront in fighting the terrorism and added that this force has done exceedingly well on counter terrorisms which is appreciated by no one less than the Prime Minister of the country. He said that organizing these capacity building programmes is aimed to ensure quality investigations on terror related cases to improve conviction rate. He said that it is not only the terrorist who is carrying a gun that needs to be neutralized but the entire terror eco-system has to be targeted to ensure peace in the region. To achieve this quality and professional investigation is of utmost importance, he added.
He said that DGP J&K has been very particular in improving the investigation skills and procedural dimensions of investigation of the JK Police investigators by organizing various capacity building training programmes with NIA. He said that there is now no dimension of human life which is untouched with the cyber world and shared his views on cyber crime investigation and prevention.
Earlier Special Judge NIA Court Srinagar Sandeep Gandotra who also participated in the training workshop while briefing the trainees about the Do’s and Don’ts in investigation said that it is the investigation which is the backbone of every criminal case and added that when investigation is done professionally there are very chances of cases ending up in conviction.
Moreover, the SSP NIA Rajiv Omprakash Pande in his speech thanked the J&K Police for the opportunity and said that during the two days training programme the NIA faculty has provided detailed inputs about the various technical aspects of the investigation and hoped that the officers of J&K Police would definitely benefit from this capacity building initiative.
However, the Dy SP SIA Sheikh Junaid Shafi while presenting the vote of thanks on behalf of all participants extended gratitude to the Chief Guest, DGP J&K, Police Headquarters and NIA for organising the successful capacity building programme. At the closing ceremony mementoes were presented to the officers.
Besides, 2 days Capacity Building Training Programme was inaugurated yesterday by ADGP Armed/IRP, J&K SJM Gillani. During the training programme faculty team of NIA delivered lectures on different technical topics that include Mobile Forensics, Disc Forensic, CDR & IPDR analysis, trends in cyber crime, difference between physical & electronic evidence etc.
Those who attended the function included Director General J&K Police Dilbag Singh, ADGP Armed J&K SJM Gillani, ADGP (Coord/Hqrs) PHQ, M K Sinha, ADGP Kashmir Zone, Vijay Kumar, IGP (CIV/Hqrs) PHQ, B.S Tuti, Spl. Judge NIA Court Srinagar, Sandeep Gandotra, DIG CKR Sujit Kumar, DIG (Trainings) PHQ, Imtiaz Ismail Parray, DIG IRP Kashmir, Abdul Qayoom, SSP NIA J&K Rajiv Omparkesh Pande, SSP Budgam, AIGs of PHQ, visiting NIA faculty team, officers from Prosecution and other gazetted officers of PHQ were present on the occasion.
