Enforcement Of Online Performance Appraisal System

While the accountability of employees from attendance to delivery of services is being strengthened month after month by the Jammu & Kashmir Government, the rights of the employees also deserve equal attention and intervention of the Government to reduce unwanted delays in their institutional and administrative matters and one such matter is unprecedented delays in processing of their Annual Performance Reports (APRs) in time. Though General Administration Department (GAD) has introduced Smart Performance Appraisal Report Recording Online Window (SPARROW) to avoid delays in the processing of Annual Performance Reports (APRs) of the employees but still grievances of the employees over the delays in submission of Annual Performance Reports (APRs) resulting in some violations of the online Performance Appraisal System are heading to no dead end across Jammu & Kashmir. Unfortunately employees still avail casual leaves to reach the residences of retired bureaucrats to get their Annual Performan Appraisal Reports authenticated by them for the period they have worked under them. Continuing with the offline nnual Performance Appraisal Reports system even after introduction of online Performance Appraisal System the violations of the guidelines issued by the General Administration Department recently are not noticed well by the Government and as such this bad trend deserves immediate attention and intervention of the Government for the purposes of immediate course correction. While most of the IAS officers exercising the power and authority to process Annual Performance Appraisal Reports of the employees working under them can be transferred anywhere anytime outside Jammu & Kashmir and delays in processing Performance Appraisal Reports of the employees could as be as such become issue of physical inconvenience and mental chaos for them.

“Strict enforcement of the new online Annual Appraisal system is obviously the only way to reduce the bad trends of processing Performance Appraisal Reports through offline system instead of pursuing the newly introduced online system. Administrative wisdom demands that Government strictly enforces newly introduced online Annual Performance Appraisal system to shut doors for violations of the violators and take care of the grievances of those suffering due to unwanted delays through old conventional Annual Performance Appraisal System”.

Since it is also a fact that under offline Performance Appraisal System violations of the set practices and procedures had set a bad precedence, the possibility of most of the employees themselves creating a situation for delays in the processing of their Annual Performance Apraisal Reports through the newly introduced online system for their own conveniences also cannot be ruled out. Strict enforcement of the new online Annual Appraisal system is obviously the only way to reduce the bad trends of processing Performance Appraisal Reports through offline system instead of pursuing the newly introduced online system. Administrative wisdom demands that Government strictly enforces newly introduced online Annual Performance Appraisal system to shut doors for violations of the violators and take care of the grievances of those suffering due to unwanted delays through old conventional Annual Performance Appraisal System.
