DDC Chairperson Pulwama holds Council meeting, asks Officers, council members to maintain synergy

Pulwama: The Chairperson District Development Council, Pulwama, Syed Bari Andrabi on Tuesday held the meeting of Council to discuss the development scenario of the district.
Among others, the meeting was attended by DDC Vice Chairperson, Chief Executive Officer with District Development Council Pulwama (Additional District Development Commissioner), Dr Sheikh Ab Aziz, DDC Members, BDC Chairpersons and Members, CPO Pulwama, ACD, Superintending Engineer(SE) R&B, SE KPDCL, EX-EN KPDCL, EX-EN PHE, DSEO Pulwama, CMO Pulwama, CEO Pulwama, PRIs besides all District and Sectoral officers.
The CEO of the council welcomed all the members of the council and apprised them all about the objectives of the meeting.
At the outset, DDC Chairperson Bari Andrabi apprised the Council about the guidelines for the formulation of the plans under the District Capex budget 2023-24. He sought the details of ongoing developmental works and reviewed the financial and physical progress achieved till date.
Chairman stressed on the availability of a District Profile with the DDC institution for the overall and sustainable development of the District.
Addressing the meeting, he said the Council is committed to ensure equal development of all blocks and a development plan for 2023-24 has been formulated keeping in view the importance of the work for welfare of the people.
Chairperson stressed upon the DDC members and BDC Chairpersons to formulate the plan as per the approved ceiling conveyed by the Finance department besides plan formulation under the Area Development Fund of DDCs, BDCs and PRI grants was also discussed.
He asked the members to ensure the formulation of the plan in consultation with Sarpanchs and Panchs and in close coordination with the officers. He advised the Council to project technically feasible works and other projects which benefit maximum people and could be completed in stipulated time frames.
The chairman also said that for the first time, proportionate funding to all three tiers of PRIs is being ensured to cater to the development aspirations of the people through DDCs, BDCs and Panchayats.
He said that the Council is committed to maintain the sanctity of the 3-tier system of Panchayat Raj and special thrust has been laid on viable District Employment plan, District Drinking Water plan, District Sports Activity plan, District Health plan and District Road Development plans as per the needs of the people.
He further asked the DDC members to personally supervise and monitor the pace and quality of ongoing works in their respective area. He asked the officials of different departments to work in tandem with the institution to ensure better results.
Interacting with the council Members, Syed Bari said people have a lot of expectations from the council vis-à-vis development and prosperity of the district and sought cooperation of line departments and other PRI Members to fulfill the same. He also pledged to work and prioritize the things from the grassroots for smooth implementation of developmental and welfare schemes.He said that the institution is committed to usher in a new era of development for the district.
Addressing the meeting, the Chairperson asked the DDC members to utilize the DDC grant judiciously in high priority sectors in coordination with the line departments.
On the occasion, a comprehensive discussion was held wherein the chairperson stressed for ensuring public participation while formulating development plans at grass root levels. He emphasized upon the PRIs to play a proactive role so that all the necessities are completed well within the stipulated time.
Moreover, he directed to hold gram sabhas at ground level adding that all the stakeholders should be taken on board in the formulation of development plans.
Meanwhile, the chairperson took a brief appraisal of the implementation of various centrally sponsored schemes and programmes.
On the occasion, ADDC Pulwama, who is the Chief Executive Officer of the council, assured full cooperation and support to the council for achieving new heights of development in the district.
He also expressed full commitment for strengthening the Panchayat Raj Institution and empowering the people at grassroots level. He said that DDC members are the eyes and ears of Administration and people have reposed faith upon them for embarking the ladder of development and prosperity.
He furthermore informed the meeting members that the newly proposed plan for the FY 2023-24 is to be submitted soon and urged the council members and concerned BDOs to complete the preparation of the plan in consultation with gram sabhas to avoid any overlapping of works.
The Council members also raised a few issues for which ADDC assured full support from the District Administration and said issues raised shall be taken into consideration.
Pertinent to mention here that DDC Chairperson Bari Andrabi noticed in the council meeting that many officers who were asked to attend the council meeting were not present. The DDC requested the ADDC Pulwama, who is the Chief Executive Officer of the council said that an explanation shall be served to all these absentees and a timely action shall be taken to put an end to such a callous and unprofessional behaviour.
