3-Day Kupwara Winter Carnival to begin from Jan-29

DC Kupwara finalizes arrangements, asks officers to create festive look in Carnival

Kupwara: The Deputy Commissioner (DC) Kupwara, Dr. Doifode Sagar Dattatray on Wednesday convened a meeting of all concerned officers and finalized the arrangements for Kupwara Winter Carnival 2023, being inaugurated on 29th of this month. The Winter Carnival will last for 3 days i.e 29, 30 and 31st January.
SSP Kupwara, YougalManhas; ADC Kupwara, GhulamNabiBhat; besides, district and sectoral officers were present in the meeting.
The DC asked officers to ensure all arrangements meticulously with close coordination. He asked officers to keep people as focus of the programme instead of VIPs adding that people visiting DrangyariKupwara to participate in Winter Carnival should not face any inconvenience. He said people of the district have great aspirations and pinned hope for the Winter Carnival, first of its kind.
He designated senior officers for four separate zones to guide the visitors in need and requiring any information regarding the event.
The DC also entrusted responsibilities to all concerned officers and asked them to be proactive and show their creativity in order to make the even vibrant, attractive and more successful.
ARTO Kupwara and SRTC were directed to ensure foolproof arrangements of transport and parking. Youth Services & Sports officer was asked to ensure installation of flags for beautification of the area. LBDDA was directed for installation of signages. ACP has been directed to ensure Audio Visual and Music system.
Likewise, PDD and PHE departments were directed to ensure availability of power and water supply. Municipal Committee Kupwara was asked to install mobile toilets with separate convenience for gents and ladies.
It was given out in the meeting that the vehicles shall park at Chowkibal where from separate transport shall be kept available for the visitors for their convenience.
Various departments including Handicraft &Handlooom were directed to install their stalls at the venue. Winter wears and other goods shall also be kept available in separate stalls. Besides, food courts and cafeteria shall also be made available.
All other officers were directed to do their responsibilities as per guidelines. The officers were also asked to create the festive look of the Carnival.
The DC also asked to invite all PRIs, all DDCs, BDCs to participate in the carnival.
Officers of the district administration were directed to compulsorily participate in the event besides, officers from Army, Police, CRPF, BSF, Judiciary are also participating in the event.
