Dr Samoon reviews physical, financial progress under Capex Budget 2022-23

Jammu : Principal Secretary, Skill Development Department, Dr Asgar Hassan Samoon, on Thursday chaired a meeting at Civil Secretariat here to review the physical and financial progress under Capex Budget 2022-23.
The meeting was attended by Director Skill Development Department, Chief Engineer R&B Kashmir, Principals and Superintendents of Government Polytechnics and Industrial Training Institutes while Managing Director, JKPCC, Chief Engineer, R&B Jammu, Director State Motor Garages, General Managers of JKPCC, District Executive Engineers and other officers participated online.
Threadbare discussion was held on latest work wise detail regarding both physical and financial progress achieved under Centrally Sponsored Schemes including the status of new Polytechnics of CAPEX Budget 2022-23 of the department.
Principal Secretary had a detailed project wise review besides enquiring about the present status of all the ongoing development works. He assessed physical and financial progress on projects taken up during the current financial year 2022-23 under the Capex budget.
Dr Samoon asked the concerned heads of the executing agencies to expedite the remaining ongoing works so that the buildings would be handed over to the department at the earliest. He directed the concerned officers to take appropriate measures for execution of new works under both the sectors ‘Polytechnics as well as ITIs’ to ensure utilization of funds earmarked for the purpose under Capex Budget 2022-23.
It is pertinent to mention that the Union Ministry of Human Resource Development had sanctioned 18 new Polytechnics during 2009-2010 for uncovered districts of J&K under “Sub-Mission on Polytechnic under coordinated action for Skill Development” Scheme.
Out of 18 Polytechnics, 09 are being constructed in Kashmir division including at Kupwara, Bandipora, Budgam, Anantnag, Baramulla, Ganderbal, Kulgam, Shopian and Pulwama. Besides, 09 Polytechnics are being established in Jammu division at Doda, Kishtwar, Ramban, Poonch, Udhampur, Reasi, Kathua, Samba and Rajouri.
Out of these 18, two (02) Polytechnics of Rajouri and Pulwama have been established in the campus of Baba Ghulam Shah Badshah and Islamic University of Science and Technology Awantipora, Pulwama respectively.
Besides, out of 18 Polytechnics, 09 including Government Polytechnics at Baramulla, Anantnag, KulgamBudgam, Ganderbal, Bandipora, Samba, Kathua and Reasi have been shifted to newly constructed buildings. Likewise, GPS of Udhampur, Shopian, Kupwara and Doda have also recently been shifted to new campuses.
The executing agencies have been asked to complete the GPs of Kishtwar, Doda, Udhampur, Kupwara, Shopian, Bandipora, Ramban and Poonch.
Principal Secretary directed the concerned officers to personally monitor the progress on works and iron out all difficulties, if any. He said that concerted and coordinated efforts have to be followed so that all works are completed within the stipulated time frame. He also said that the funds have to be judiciously utilised for maximum benefit of students so that they don’t face any problem whether it is the hostel facility or transport facility.
Earlier, the meeting was informed that the total number of works taken up for execution under Capex Budget 2022-23 is 154 including the ongoing works.
