Though morality, ethics and social responsibility are the key benchmarks of public service but with morality, ethics and Institutional responsibility coming down to a new low in key public institutions irresponsibility has over taken responsibility even in the delivery of public services in Jammu & Kashmir like many states and union territories of the country. While irrefutable fact is that responsibility shows the ways to institutional transparency, public accountability and public welfare, the people in Government in total disregard to expectations of the people allow immorality, ethics and irresponsibility to breed ground even in the Public institutions where they are obliged to take care of the delivery of public services. Though people running the affairs of the Government know all about the lapses in the delivery of public services left unattended by the concerned public functionaries despite public complaints time and again but yet again the public functionaries responsible for overseeing the delivery of public services are not punished for the lapses in the delivery of public services. Though it is an irrefutable fact is that motivational appeal for notions of morality, ethics and institutional responsibility is missing everywhere both in Government institutions and as well as in commercial establishments but yet again the Government is obliged to view with seriousness any irresponsible response of any responsible public functionary on delivery of public services. In fact the onus of improving the delivery of public services funded by taxpayer’s money lies on the Government and consequently seeking explanations from public functionaries on lapses in the delivery of public service also lies on the Government.
As protests against the failures in power supply have spread to the remotest of the remote areas in both Kashmir Valley and as well as Jammu division, no actions are taken to dig out the roots of such failures which double the winter woes of people more in Kashmir Valley and comparatively less in Jammu division. Such lapses don’t deserve only debates but also demand corrective measures for the purposes of improving the delivery of public services funded by tax payers’ money in Jammu & Kashmir like most of the states and union territories of the country.
Though doctors are paid for taking care of health services, but yet again explanations are not sought from them for the irresponsibility they show in the delivery of health services in Government run hospitals. While the fact remains that responsibility shows the way to public accountability, morality and ethics, the irresponsibility shown by public functionaries in Government run institutions like hospitals, schools and police stations shows the way to irresponsibility.
