People across the globe are busy in preparations for new day celebrations and this year we expect best things to come from the nature. New year celebrations bring joy in one’s life like other festivals but we are in grief as the beloved mother of our prime minister passed away and we are mourning with the bereaved family.
Across the globe people in general and organisations(government or semi govt. Or autonomous) in particular are preparing indexes for the new year. In European countries have a proper system like we have at Centre level but our few departments were lagging behind but kudoos to the LG administration that has made each department accountable and progressive and people friendly result oriented. In our union territory many departments have changed their work culture into e governance and one among them is Department of Revenue; relief and rehabilitation. This department has made history first of it’s kind after a gap of almost a century that was Sir Lawrances’s settlement of land and now it is digitalization and Computerization of Jamabandies: Girdawaries and mutation registers. These all essential documents are available on portal Aap Ki Zameen Aap ki Nigrani and many landlords and Zamindars have already visited the site.
Operators at common service centres have to face public wreath these days as more and more Zamindars enter their centres to check their khewats . These operators complain that due to heavy rush this site many times does not open. This means government should open more CSC centres seeing the demand of public as maximum zamindars while having phones does not know how to open the site and they prefer to visit CSC centres Still there are many things of this department that are not yet covered under e governance scheme such as Reserved Area Certificate ;Caste certificate: Death certificate: Marriage Assistance Certificate and many more. No doubt Domicile certificate is on line but department should make necessary arrangements so that all certificates and documents issued are available on web portal. Most important is new settlement of land records. Before starting this process I think it is best on the part of this department to issue orders for writing of fresh Jamabandies of each village in Jammu & Kashmir by Incorporating all the left out mutations in the recently prepared digital jamanandi but all the new Jamabandies shall be tallied with Jamabandies prepared in 1967 -68. Before that each patwari shall be provided a computer.
