Jammu: The 6th Phase of Joint Capacity Building Programme of Jammu and Kashmir Police with National Investigation Agency (NIA) started at Police Headquarters in Srinagar Thursday. The Director General of Police, J&K Dilbag Singh was the chief guest at the inaugural session.
ADGP Armed/IRP, J&K S.J.M GIllani, ADGP (Hqrs) PHQ M.K Sinha, ADGP Kashmir Zone, Vijay Kumar, IGP NIA Vijay Sakaria, DIG CKR Sujit Kumar, AIG T&P JS Johar, AIG Communication (PHQ), Manoj Kumar Pandit and other officers of Police and visiting team of NIA were present on the occasion.
While welcoming the officers from NIA and investigating officers of J&K Police in the programme, the DGP expressed his pleasure to be the part of the very useful programme. He extended his gratitude to the DG NIA Dinkar Gupta and IGP NIA Vijay Sakaria for facilitating the series of capacity building programmes by assigning faculty members from NIA. He thanked the officers from NIA who would be imparting the capacity building training to J&K Police IOs & Prosecution officers.
He said that the officers from Kashmir Zone, SIA, SIU and Prosecution wing, taking part in the programme are dealing not only with the crimes but varieties of other duties day in and day out. He said that officers are braving the extreme cold and are taking part in this useful session to get familiar with the modern investigation techniques. He said that the training programme which is 6th in the series shows the kind of relation J&K Police share with the NIA. He said the NIA is one of the most distinguished investigating agency so far as the investigation of militancy related crime and UAPA is concerned and added that it is an honour to have its faculty members training JK Police investigators. He said that Jammu and Kashmir Police is known for its investigation techniques and added that the investigative instinct of JK Police is very strong.
The DGP said that what to do, what not to do and how to do are three main and important factors to investigate crimes of special nature. He said that for result oriented investigation, the investigator has to ensure the result of ten out of ten. He said that the investigation of UAPA has to be foolproof, taking into account every minutest evidence.
He said that for effective war on militancy besides the anti-militancy operations the wider network of militant support system has to be targeted. He said that effective investigation is no less than a weapon in the hands of investigators to demolish the militant ecosystem. He said that our officers have investigated UAPA cases effectively but the magnitude is such that new units like SIA, SIU have been created to target the wider number of UAPA cases and a special training course for them is aimed to further sharpen their investigation skills.
ADGP Kashmir Vijay Kumar in his address threw light on the role of Jammu and Kashmir Police at different stages. He said that J&K Police has re-focused on the investigation of crimes of special nature. He emphasized for sharing investigation skills and work experience between J&K Police and NIA.
Speaking on the occasion IGP NIA Vijay Sakaria expressed his gratitude to the DGP J&K for giving this 6th opportunity of organizing Capacity Building Programme with JK Police. He said that reports of previously held programmes are encouraging. He said that UAPA is a powerful act and using it properly will help to control extremists and militant activities very effectively. He said these programmes will help investigation & prosecution officers to understand the various provisions of the Act and to use it effectively. He said that the aim of organizing this programme is to share best practices in handling militancy related cases. He hoped that the deliberations and sharing of experiences will be helpful.
AIG Policy & Training PHQ J S Johar conducted the proceedings of the inaugural function. Worth to mention here that 155 officers from Kashmir Zone, SIA , SIU and Prosecution wing that includes 43 Gazetted officers including 26 Probationary DySsP and 112 Non Gazetted officers are taking part in the three day training programme.
