Though short duration power cuts in metered areas and long duration power cuts in non metered areas of Kashmir Valley are being enforced for right reasons but the growing public outcry against short duration power cuts in cities and long duration power cuts in Villages just for the comfort of the people of affluent classes can’t be rejected without right explanations keeping in view the fact that heating appliances are more intensely used in cities and towns and very rarely in Villages. If power consumption of a particular area is the criteria for fixing the timing of the power cuts in phases the villages due to low intensity use of heating appliances deserve short duration powers and cities and towns due to intense use of heating appliances deserve longer power cuts. Never forget that low intensity use of heating appliances in villages is being noticed because of the intense use of conventional heating appliances like conventional fire pots locally called “Kangris” and their low intensity use in cities and towns across Kashmir. Violating all standards of administrative wisdom the long duration power cuts are enforced in cities and towns and short duration power cuts in villages across Kashmir. What merits a special mention here is the fact that allegations of power pilferage attempts are more galore against consumers of cities and towns than those of villages in almost all the districts of Kashmir Valley. Unfortunately the power pilferage attempts by consumers during nights are neither checked intensely in cities and towns nor in villages by the night squads constituted by Kashmir Power Development Corporation Ltd (KPDCL) for the very purpose of curbing power pilferage attempts by the consumers more during winter and less in summer months. Unfortunately no explanations are sought from top functionaries of Kashmir Power Development Corporation Ltd (KPDCL) for leaving any scope for allegations of rural-urban discrimination in enforcement of time durations for scheduled power cuts in any area of Kashmir valley.
