Our country is famous as its people are hard workers and are helpful to the poor and needy people. Our country have dint of knowledge and dedication as they have proved their worth in many places outside the country. India is a disciplined and a principled nation. Few years back the performance and dedication of some people especially in government departments was poor. Absenteeism, late coming, truancy, Indiscipline, disobedience and corruption was prevailing in every govt. department. It was seen in the European countries that performance and style of work was good because there, they have principles and honest masters who made it mandatory that every assignments should be completed in the targeted time. In “Samandar Par” countries rules are followed by every citizen and there is no compromise on implementation of laws. Few years back it was opposite here in our Union Territory Rules were set aside after some bargaining with the assurance “Hum Kuch Karay Gay”. The slogans like Work is Worship or “Be Honest” have not made any impact on the people serving in government departments, was found few years back. Every person of this Union Territory was fed up with the system. In absence of hardworking and honest as well as dedicated masters there was corruption, absenteeism and late coming to office and especially pendency of official work. At many times coming late to office, employee was not going on sitting on seat instead was wasting time in taking tea, discussing problems that were personal or reading news papers and listen phone calls from home. When the employee was sitting on seat, the trouble was starting when a client comes to his/her table and enquires about the case, he gets reply “ who jo doosri kursi par batha ha, aaj choti par hai”( the person sitting on the other chair is on leave today) and he was asked to come tomorrow or few days later. But if the client was using silver key his/her case was immediately processed. It was not the problem of one department but all the departments were sailing in the same boat and even pillars of nation that is teachers were entering the school late and left the school much earlier. For some teachers it was a culture work is worship. The work teaches us and even the children are advised to work hard. The most common category of people for whom these work culture related sayings are used are the people working in offices. They are the ones who are given a lot of sermons so that they can maintain a steady contribution and can focus towards the work. One should be free from all encumbrances, tensions, worries When he/she occupies the official chair. But these days many people who occupy official chair are going through pulls, pressures, either from social setup or peer groups. A glasing example is of a Patwari and even Tehsildar too. The higher you climb the ladder, the bigger becomes the task to prove one’s worth. But all this scenario has changed after the state became Union Territory . Under the dynamic leadership of Prime Minister Narandri Modi and the our L.G Manoj Sinha the administration system has changed during the past three years and the work culture has improved a lot in the govt. offices.
Keeping the pace of work culture improving the Deputy Commissioner Anantnag Dr. Bashart Qayoom recently ordered the closure of main gate of D.C office Anantnag at 10:30 am ( The official time for coming to offce during winter season) and on checking the attendance of each office at least 92 officials were found absent. Acting tough against absenteeism and late coming one day salary was deducted from those officials and it was ordered that it will be deposited in Red Cross Fund. This order issued gives an indication that like ex-Deputy Commissioner Dr. Piyush Singlar Ji. This Deputy Commissioner is also of the view that things have changed and advice to the employees serving in different departments is that they should not take their jobs casually anymore. They should remain aware they are being monitored and they cannot keep any thing pending for long. It is in place to mention here that the Jammu Kashmir govt. amended article 226(2) of the Jammu and Kashmir civil service Regulations for a provision to retire at any time any govt. servant in the public interest after he has completed 22 years of service. This has proved to be a game changer. Recent attendance check by the district administration have given the employees a realization that they cannot take their jobs granted and if they do not deliver they will be penalized. People of the entire district have appreciated the step taken by the district administration especially are very thankful to Deputy Commissioner Anantnag saying “Basharat Sahab nay bohut acha kaam kiya” woh aam logon ka dard janta ha ( Dr. Basharat Sahab has done a good job and he is aware about the problems of common people). Really he is great, common people of the district have an appeal to the district administration that CCTV cameras be installed in each office of the district as maximum employees use phones and see videos on social media even when clients stand before them for hours for the completion of their files.
