Back to Village Phase IV: Making PRIs  robust, successful; Govts’ prime focus: MandeepKaur

Poonch  : Commissioner Secretary, Rural Development Department (RDD) and Panchayati Raj, Mandeep Kaur, on Tuesday visited Poonch and convened a joint meeting of officers and PRIs to review progress on development works being taken up under J&K and District CAPEX budget besides assessing progress on deliverables.

Commissioner Secretary is on a three day visit to the district as Visiting Officer under ‘Back to Village’ phase IV programme (B2V4) for Panchayat Seri Khawaja, Lasanna block. She is also the Mentor Secretary for Poonch district.

Deputy Commissioner, Poonch, InderJeet, Director RDD, Jammu, Mohammad Mumtaz Ali, SSP Poonch, RohitBaskotra and other senior officers were present on the occasion.

Deputy Commissioner presented the district and Panchayat wise status of works taken up under various schemes of RDD and highlighted various achievements and activities being carried out in the district.

Speaking on the occasion, Commissioner Secretary said that B2V4 is a flagship programme of J&K government for strengthening grassroots democracy. She urged upon the PRIs to take full initiative in leading the developmental scenario in the border district of Poonch. She said that GPDP is part of the programme and every member of Gram Sabha should participate in the same.

While highlighting the objectives of B2V4 campaign, Commissioner Secretary revealed that purpose of the current phase of B2V is to prioritize the list of works with detailed planning of works for further approval at the level of administrative department. She added that PRIs and Visiting Officers shall give rating to government programmes during the current phase of the programme.

Meanwhile, MandeepKaur also had a detailed department wise review of progress on deliverables in the district wherein all the departments presented the status of various development works undertaken in different sectors including Social Welfare, Forest, Health, Education, Rural Development, PDD and Jal Shakti by the concerned executing agencies.

After taking a detailed department wise review of deliverables allocated to each line department in the district, Commissioner Secretary stressed on stronger coordination among the departments for enhanced outcome. She emphasized on proper monitoring and follow up for cent percent achievement of set targets by all the departments.

MandeepKaur specifically took a detailed review of SBM in the district and instructed the field officers including ACD to swiftly implement the scheme objectives within a period of one month. Further, she took stock of MGNREGA, PMAY, JJM, and other development schemes. She further instructed that lack of communication should not a be a barrier at the implementation level and instructed field officers to be  thorough with scheme guidelines.

Speaking to PRIs, Commissioner Secretary asked them to take full advantage of government training programmes and adopt best practices, successful models from other states like Kerala. She also listened to their grievances and assured of timely redressal of all their genuine issues.

Furthermore, Commissioner Secretary complemented the district administration for achieving the targets under various schemes and emphasized that endeavor must be to achieve targets in full. She asked the officers of RDD to work expeditiously so that all taken up works are physically and financially completed in current fiscal with no spillovers into next Financial Year.
