HRM for welfare of employees, good governance

Human resources management is as good a part of governance for the purposes of accountability as is the development of human resources for the welfare of the employees. Post August 2019 Jammu & Kashmir Government has enforced a slew of measures for improving the standards of both the accountability and as well as the welfare of the employees. Latest such measure taken by the Jammu & Kashmir Government is the introduction of Human Resources Management System though a portal called J&K Human Resource Management System (J&K HRMS). Significantly the J&K HRMS has been developed jointly by the J&K Government’s General Administration Department (J&K GAD) and National Informatics Centre (NIC). The above named portal on Human Resource Management System has been launched to provide J&K employees single window facility for uploading their details on matters like postings, promotions , monthly salaries,  General Provident Fund (GPF) statement ,SLI (State Life Insurance) Subscriptions,  and Income Tax Remittances .  Interestingly the incumbent Government had previously launched Smart Performance Appraisal Report Recording Online Window (SPARROW), Online Property Return System (PRS), Vigilance Clearance System (VCS), Employees Monitoring Portal (EPM) and Employees Verification System (EVS) for fast track resolution of the issues the Government Employees face from time. What matters the most is the fact that the measures taken so for are part of the initiatives taken by the Jammu & Kashmir Government to institutionalise digitisation which is now an inalienable part of governance. Never forget that the basic purpose of institutionalising digitisation is to further the causes of transparency and good governance in Jammu & Kashmir. Interestingly transparency is must for both fast track development and as well as good governance over which the incumbent Jammu & Kashmir Government is laying too much of emphasis. The digitisation is significantly introduced also in the implementation of almost all the developmental schemes launched by the Government month after month and week after week in Jammu & Kashmir.

Since institutionalisation of transparency through ongoing process of digitisation is developing sense of accountability among the employees in Jammu & Kashmir Government, the people in general and administration in particular are largely contributing to the ongoing process of digitisation for the purposes of both the fast track development and as well as delivery of services at the door steps of people across Jammu & Kashmir.

Digitisation is also part of the initiatives taken to improve both the performance of the employees and as well as delivery of services at the doorsteps of the people. Since institutionalisation of transparency through ongoing process of digitisation is developing sense of accountability among the employees in Jammu & Kashmir Government, the people in general and administration in particular are largely contributing to the ongoing process of digitisation for the purposes of both the fast track development and as well as delivery of services at the door steps of people across Jammu & Kashmir.
