Welfare of unorganised workers in J&K

Though welfare of workers of both organised and unorganised sectors is one of prime responsibilities of every government in a democratic society and same holds good for the Jammu & Kashmir Government but unfortunately successive popular governments of erstwhile Jammu & Kashmir state never ever bothered to pay heed to the increasing demands of the workers of the organised sectors in Jammu & Kashmir. Better late than never, the incumbent government recently in a path breaking initiative has announced certain welfare measures for the workers of the unorganised sector and interestingly the decision to implement certain welfare measures for the workers of the unorganised sector was announced by none else than Lt Governor Manoj Sinha himself during his address to a review meeting of the Labour & Employment department. The plight of the workers in Public Sector Undertaking (PSUs) running in red need not to be explained and as such their welfare should by all standards of understandabilities be a priority in the implementation of new welfare policy announced by Lt Governor Manoj Sinha for the welfare of the workers of the unorganised sector. It is also a fact that the issues and demands of the unskilled workers popularly called daily wagers working in different department also deserve accommodation and adjustment in the proposed welfare scheme for workers of unorganised sector. Unfortunately the adhoc approach of the successive popular governments of erstwhile Jammu & Kashmir state has left unskilled daily wagers of several Government departments discriminated and disillusioned due to which they feel exploited and victimised.

Benefits of the proposed welfare scheme if implemented for the welfare of targeted unskilled workers of unorganised sector would by all standards of understandabilities change the lives of the children of the hundreds of families of the deprived sections of the society. The proposed welfare measures announced for the welfare of the workers of the unorganised sector if implemented with cohesiveness and commitment would surely bring smiles on their faces after several decades of discrimination under the reign of successive popular governments of erstwhile Jammu & Kashmir state.

The daily wagers being the unskilled workers deserve focused attention from the government which has now committed itself to the socio-economic justice to people of all sectors and all sections of the society. For Government the first step towards fulfillment of socio-economic justice for people of all sections of the society could be disbursement of the wages of all unskilled daily wagers and casual labourers working in different departments and Public Sector Undertakings (PSUs) for decades together. Such a policy could end the decades old exploitation of the unskilled daily wagers and casual labourers by successive popular governments of erstwhile Jammu & Kashmir state.
