Barmaulla :  Commissioner Secretary, Rural Development Department (RDD) and Panchayati Raj, Mandeep Kaur, on Tuesday visited Baramulla and convened a joint meeting of officers and PRIs to review progress on development works being taken up under UT/District Capex budget besides taking stock of details of deliverables.

Kaur also kick started Jan DhanAbhiyaan which is a preparatory phase for ambitious ‘Back to Village’ phase IV programme (B2V4).

She was accompanied by Deputy Commissioner, Baramulla, Dr. Syed SehrishAsgar and other senior officers.

Deputy Commissioner presented the district and panchayat wise status of works taken up under various schemes of RDD and highlighted various achievements and activities being carried out in the district.

Speaking on the occasion, Commissioner Secretary said that B2V4 will purely be a planning exercise wherein Visiting Officers will get the works plan detailed and segregated under various schemes. She said that GPDP is part of the programme and every member of GrahmSabha should participate in the same.

Commissioner Secretary further said that all administrative secretaries have been deployed across the J&K for formal launch of Jan Abhiyan which is a preparatory campaign for 4th phase of ‘Back to Village’ programme starting on 27th of this month.

While highlighting the objectives of B2V4 campaign, Commissioner Secretary revealed that purpose of the current phase of B2V is to prioritize the list of works with detailed planning of works for further approval at the level of administrative department. She added that PRIs and Visiting Officers shall give rating to government programmes during the current phase of Back to Village programme.

Meanwhile, Commissioner Secretary also had a detailed department wise review of progress on deliverables in the district wherein all the departments presented the status of various development works undertaken in different sectors including Social Welfare, Forest, Health, Education, Rural Development, PDD and Jal Shakti by the concerned executing agencies.

After taking a detailed department wise review of deliverables allocated to each line department in the district, Commissioner Secretary stressed on stronger coordination among the departments. She emphasized on proper monitoring and follow up for cent percent achievement of set targets by all the departments.

Furthermore, Commissioner Secretary complemented the district administration for achieving the targets under various schemes and emphasized that endeavor must be to achieve targets in full. She asked the officers of RDD to work expeditiously so that all taken up works are physically and financially completed in current fiscal with no spillovers into next Financial Year.
