Efficiency in the delivery of public service sets the tone for the performance of the administration. Since delivery of public services and development is a new norm in Jammu & Kashmir after the abrogation of Article 370 and downgrading of erstwhile state into two union territories on August 5,2019, the priorities of government are access to safe drinking water facility, improvement in the flow of power supply, garbage liftin and it’s scientific disposal in cities, towns and villages, better roads and better tgraffic regulation for reduce the traffic congestion across Jammu & Kashmir. However the quality of such services has not unfortunately improved as much as it should have been improved during last three years. While garbage is lifted from the residential areas and commercial hubs in twin capital cities Srinagar and Jammu and major towns of both Kashmir valley and Jammu division the three tier village Panchayat system has failed to introduce process of garbage lifting and it’s scientific disposal in villages across Jammu & Kashmir. Since garbage lifting and it’s scientific disposal is a hard pressed matter in nook and corner of the country in view of the Prime Minister’s emphasis on Swacch Bharat Mission, it is for the heads of the elected district development councils (DDCs) to establish a strong system of garbage lifting and it’s scientific disposal and generate awareness through mass awareness programs on cleanliness among rural populations across Jammu & Kashmir. While much is talked about the implementation of Jal Jeevan Mission in Jammu & Kashmir, unfortunately the dividends of this central government’s flagship scheme have not reached majority of the populations in either Kashmir Valley or Jammu division so for.
Course correction has become not only become inevitable but also unavoidable to improve the delivery of public services across Jammu & Kashmir. Introducing a system of fixing targets and reviewing progress of programs launched and policies invoked for improving the delivery of public services is the key to improvement in the performance of the Government in Jammu & Kashmir.
Unfortunately even most of the government schools in rural areas are yet to get the facility of safe drinking water as promised by the government since the launch of Jal Jeevan Mission a central government’s flagship scheme in Jammu & Kashmir. As far as the flow of hassle free power supply is concerned the power tariff rates have been increased without any cut in the power curtailment schedules both in rural and urban parts of Jammu & Kashmir ahead of the forthcoming chilly winter season when duration of power cuts is unprecedentedly increased. Similarly traffic congestion is increasing day by day both in urban and rural parts of Jammu & Kashmir as there is no thrust on road widening and the execution of new road projects in either urban or rural parts of Jammu & Kashmir. Course correction as such has become not only become inevitable but also unavoidable to improve the delivery of public services across Jammu & Kashmir.
