The actions of the Government when designed to improve the life standards of the people consequently change the contours of socio-economic developmental process in any part of the world and same holds good for the people of Jammu & Kashmir. Trying it’s best to raise the level of confidence among the people the Jammu & Kashmir Government under the leadership of Lt Governor Manoj Sinha is taking path breaking initiatives to improve the delivery of public services in cities, villages and towns across Jammu & Kashmir. Though some improvement is visible in the delivery of some of the key public services but still there is scope for improvement in the delivery of some of the public services left unattended so for . Though health and education are undoubtedly the priority sectors of the government but private hospitals and private schools are still preferred over Government hospitals and Government schools due to gapes in the infrastructural facilities. So the priority is to fill the gaps in the development of infrastructural facilities at Government hospitals and Government schools.  As far as development of  conventional key economic sectors is concerned, the  reducing interest of people in agriculture and horticulture sectors and their increasing interest in residential and commercial constructions is the cause of  unprecedented fall in the production of rice, wheat and vegetables . Though still 70% of the population is sill dependent on agriculture and horticulture sectors  but the reducing interest of people in agriculture and horticulture  sectors and their increasing interest in residential and commercial construction is reversing the trends of the development of agriculture and horticulture sectors in Jammu & Kashmir.  For all practical purposes lesser inclination towards agriculture and horticulture sectors demands greater motivation for making these vital sectors as means of earning livelihoods in Jammu & Kashmir. What matters the most is the fact that people using fertile agricultural and horticulture land for developing residential colonies and commercial hubs shall only repent on their decisions after a decade or so.

For improving the delivery of services like health and education at Government hospitals and Government schools  and increasing the reducing interest  of people in key economic sectors like agriculture and horticulture the immediate shift in the policies and plans of the Government is becoming a hard pressed issues.

So for furthering the causes of   developing agriculture and horticulture sectors the people themselves have to show greater interests in participation in these two key sectors of economy by giving up interest in commercial and residential constructions. People can earn livelihoods in residential and commercial construction  and general trading practices but they can’t increase production of food product like rice, wheat and vegetables without greater participation in agriculture and horticulture sectors. For all practical purposes agriculture and horticulture sectors are vital for economic growth of  people in Jammu & Kashmir. So for improving the delivery of  public services like health and education at Government hospitals and Government schools  and increasing the reducing interest  of people in key economic sectors like agriculture and horticulture the immediate shift in the policies and plans of the Government is becoming a hard pressed issue.
