DC Kishtwar reviews implementation of DisttRoad Safety plan at DRSC Meeting

DM sets 1 month deadline to complete fresh road safety audit

Kishtwar: Deputy Commissioner Kishtwar (Chairman DRSC,RTA & RAVF) DrDevanshYadav on Friday chaired the meeting of the District Road Safety Committee to review the implementation of the District Road Safety Plan.
The meeting was attended by ADDC, Sham Lal; Joint Director Planning, MohdIqbal; DSWO, Zubair Ahmed; DYSP DAR, Zia-ul-Haq; ARTO, RomeshSmotra; CEO, CMO, ExEns, representatives of other departments besides president transport union.
During the meeting threadbare discussions were held on the implementation of road safety measures, Road Safety Act, identification of Black Spots, Erection of crash barriers, Road Safety Audit of the major Roads, designation of police station for investigation of causes of accident, Installation of GPS on all commercial vehicles, fixation of road signage, speed limit & traffic calming measures, installation of Ambulance/helpline numbers along NH-244 and establishment of Road Safety Club in Schools/Colleges and Road Safety Cell at the DC/ARTO Office.
In the meeting, it was informed that a Road Safety Audit of existing roads of district Kishtwar is pending since long and required to be conducted by the concerned divisions.
The DC Kishtwar directed all concerned ExEns and NHIDCL authorities to complete the road safety audit within a months period so that the comprehensive report of road safety audit of all existing roads could be compiled for further analysis and necessary action plan to remove the bottlenecks to strengthen road safety infrastructure and to make required improvement thereof.
Further, the DC Kishtwar stressed for conducting regular Awareness programs/ WorkShops in all Educational institutions and also to establish road safety clubs to create Road Safety Awareness among School/College Students and public at large.
It was also decided in the meeting that the Road Safety Cell shall be created in the DC Office/ARTO Office by deputing manpower from Red Cross or among NYCS. The cell is required to be established for smooth implementation of Road Safety Schemes/ Road Accident Victim Fund/Regional Transport Authority Meetings/Awareness of masses regarding Road Safety.
Concerned Department, NHIDCL and BRO authorities were directed to rectify black spots, provide crash barriers, Road Signage and other Traffic regulating measures especially in accident-prone areas which shall be identified and focused upon, to minimize accidents.
Police and traffic Departments were impressed upon to explore formally deployment of additional manpower/ equipment for smooth traffic regulation and workout remedial measures besides to ensure the implementation of various provisions of MVA.
Further Police/ Traffic/ Transport Department were impressed upon to suggest remedial measures to avoid accidents and were instructed to work in coordination to revisit the Road and traffic Management Plan on a rational basis.
DC Kishtwar also stressed on the effective implementation of GPS in Commercial vehicles in the district.
Further, ARTO Kishtwar informed that 192 vehicles have been installed with GPS so far.
