The National Green Tribunal (NGT) imposing penalties for lapses in the working of the waste disposal management on states like Mahrashtra, West Bengal, Rajisthan and lately Punjab shows the growing concern of the country’s top environmental body over the waste management disposal system adopted by municipalities in states and union territories of the country. Unfortunately the Srinagar Municipal Corporation (SMC) is not attending the issue of waste disposal management system as seriously as it have should taken. The bad odour spreading from Achan dumping site deep inside the residential colonies of several parts of old Srinagar city due to unprecedented delay in the use of chemicals does not unfortunately catch the attention of even the foreign educated Srinagar Mayor Junaid Azim Mattu and the top ranked direct recruit IAS officer of his batch Amir Athar Khan. If reports emanating from Srinagar Municipal Corporation (SMC) are to be believed the tenders for the use of chemicals have been floated and subsequently cancelled three times one after the other in quick succession during last one year for none of the obvious reasons and consequently the delay in use of chemical has resulted in spread of bad odour deep inside residential colonies upto Lal Bazar and Hazratbal areas. Had the top brass of the Housing and Urban Development (H&UD) Department taken serious note of the unprecedented delay in the use of chemicals for preventing the spread of bad odour from Achan dumping site in the adjacent areas, the public outcry against the Srinagar Municipal Corporation (SMC) won’t have angered and irked Srinagar residents. Before the National Green Tribunal (NGT) imposes penalty on Srinagar Municipal Corporation (SMC) against it’s failure in using chemicals for preventing the spread of bad odour it is high time Srinagar Mayor Junaid Azim Mattu and City Municipal Commissioner Athar Amir Khan to take immediate measures for use of chemicals in the Achan dumping site for preventing spread of the bad odour to adjoining areas Lal Bazar and Hazratbal in old Srinagar city .

Since pollution has a direct bearing on the health of the people, the immediate use of chemicals at the Achan dumping site as per past practice is the only way to prevent spread of bad odour from Achan dumping site to adjacent areas. Unfortunately, the efforts to improve the working of garbage and waste disposal management system have suffered due to delay in responses to the prevailing situations.
