Insult to national flag: Govt orders inquiry against then executive officer Municipal Committee Magam

Srinagar: The Jammu & Kashmir government has ordered an inquiry against the then executive officer, Municipal Committee, Magam over alleged insult to the national flag during the “Har Ghar Tiranga” campaign.
The Housing & Urban Development has appointed Harris Ahmad Handoo, vice-chairman, Srinagar Development Authority, as inquiry officer to hold a detailed inquiry into the misconduct of Syed Aijaz Manzoor, then in-charge executive officer, Municipal Committee, Magam, for insulting the national flag during the “Har Ghar Tiranga” campaign.
‘Har Ghar Tiranga’ was a campaign under the aegis of “Azadi Ka Amrit Mahotsav” to encourage people to bring the Tiranga home and to hoist it to mark the 75th year of India’s independence. The campaign ended on August 15.
It is worthwhile to mention that district administration Budgam had already ordered an inquiry into the matter and put Syed Aijaz Manzoor under suspension.
According to an order issued by administrative department the Housing & Urban Development Department has directed VC, SDA to hold an inquiry into the matter and submit a report to it within 15 days from the issuance of the order. The order was issued on Tuesday.
“In terms of Rule 33(4) of Jammu and Kashmir (Classification,Control and Appeal) Rules, 1956, sanction is hereby accorded to the appointment of Mr. Harris Ahmad Handoo, JKAS, Vice-Chairman, Srinagar Development Authority, as an inquiry officer, who shall conduct a detailed inquiry in addition to the preliminary enquiry ordered by the deputy commissioner Budgam, into the misconduct of Syed Aijaz Manzoor, the then I/C executive officer, Municipal Committee, Magam for insulting the national flag during the programme of Har Ghar Tiranga campaign at Municipal Committee Magam,” reads the order.
According to the order, Muhammad Rafiq Bhat, Deputy Director (admn), Directorate of Urban Local Bodies Kashmir, has been appointed as presenting officer in the case
