Though cancellation of attachments of doctors and paramedics recently ordered by the Jammu & Kashmir Government is undoubtedly a right step in the right direction but unless and until the government does also cancel the attachments of the ministerial staff also from the offices of twin directorates of health services Kashmir and Jammu and district and block medical offices, the working of medical staff at semi urban and rural hospitals can’t be improved. People don’t raise questions when it comes to the argument that Government has every right to seek time for upgradation of infrastructural facilities at semi urban and rural hospitals but people have grievances when attachments and retentions of doctors and paramedics overstating at their present places of postings for last five or more than five year’s goes are allowed. Ironically the ministerial staff overstaying for more than 5-10 years at twin directorates of health services Kashmir and Jammu and district and block medical offices have established a deep rooted nexus with the doctors and they are facilitating not only attachments of doctors and paramedics but also their transfers irrespective of their length of stay in a particular semi urban or rural hospital on choice. True it is that cancellation of the attachments of doctors and paramedics has brought them back to their original places of posting but doctors and paramedics overstaying for five or more than five years in a particular medical block or a particular district are yet to displaced even after overstaying for years together. To break the nexus of the doctors and paramedics it has become imperative for the Government to displace doctors and paramedics overstaying in a particular medical block or a particular district with the spirit of improving the working at semi urban and rural hospital across Jammu & Kashmir. In fact complaints are galore that attachments and overstaying of doctors and paramedics had been mostly managed and arranged by former ministers and ex legislators in their home constituencies in connivance with several officers of health and medical education department for their own petty political conveniences.
Never forget that conveniences of the people are to be preferred over and above the conveniences of individuals excepting when extra ordinary situation warrants the retention of any doctor or paramedical staffer on humanitarian grounds. Under normal circumstances a public working in any capacity, in any rank and holding any position owes explanations for compromising his duty just for his own personal conveniences in violation of administrative procedures, norms and conventions.
Though female doctors can be spared in case of facing unavoidable family issues in extra ordinary circumstance but male doctors overstaying for years together in a particular medical block or a particular district cease the both the moral and as well as the administrative right to seek extension in their period of postings at their present places of posting after overstaying there for five or more than five years. Government’s zero tolerance against attachments of doctors and paramedics is path breaking initiative which would surely reduce the public complaints about the dearth of medical staff at semi urban and rural hospitals across Jammu & Kashmir.
