Govt constitutes project monitoring Unit-Cum-Neva implementation committee

Srinagar: Jammu and Kashmir Government on Wednesday ordered for Constitution of UT level project monitoring Unit-cum-Neva implementation committee for E-Vidhan, a Mission Mode Project of Government of India.
According to an order issued from the General Administration Department (GAD) the Secretary Legislative Assembly will be chairman of the committee.
As per order the members of the committee include representative of the information technology Department (not below the rank of Special Secretary/Additional Secretary to the Government), Director (Budget Division), Finance Department, Director Finance, Department of Law, Justice and Parliamentary Affairs, Representative of the Department of Law, Justice and Parliamentary Affairs (not below the rank of Special Secretary/Additional Secretary), State Informatics Officer, NIC, J&K and Representative of NICSI at UT level (if available).
As per order Representative of the Legislative Assembly (not below Member the rank of Deputy Secretary) will be member Secretary of committee while as Any other person nominated by Chairman will be special invitee in the committee.
The Terms of Reference as per committee includes reviewing the financial and technical progress of the project from time to time, to discharge functions as per Project Guidelines prescribed by the Ministry of Parliamentary Affairs, Government of India, to initiate proposals for approvals seeking changes required in the UT Legislature’s Business Processes (BPR) as well as amendments, if any required in Act(s), Rules, and Regulations for implementation of NEVA in the J&K Legislature, Maintenance and Replacement of ICT equipment on taking over the Project after completion, Laying down the respective duties and obligations of each entity including that of J&K Legislature Secretariats and other Government Departments in respect of each service to be made available electronically, Approval on issuance of necessary Government orders and notifications for enabling e-Vidhan MMP services and recommendations on release of funds.
The other terms of reference as per order include monthly review of the technical and financial progress of the project, address any inter-departmental issues if required, Overall guidance and directions for speedy implementation of the e-Vidhan MMP in the UT Legislature, Awareness / Media plan (Tag Line, Radio Jingle) / Audio & Video, TV Slots of English, Hindi and Regional Language and any other work as may be assigned by the Competent Authority
