DC Rajouri reviews implementation of Right to Fair Compensation, Transparency in Land Acquisition, Rehab & Resettlement Act

Rajouri : Deputy Commissioner Rajouri, VikasKundal Saturday chaired a meeting of the concerned officers to review the implementation of compensation under Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (RFCTLARR Act) in the district.
Officers who attended the meeting included ADC Kakakote, KrishanLal; ADC Koteranka, Surinder Mohan Sharma; ACR, Imran Rashid Kataria; SDM Thanamandi, VikasDhar; AC Defence, SaleemQuershi; Tehsildars and other concerned officers.
The meeting deliberated on the matters related to the impact of the social study under the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act.
Addressing the officers, the DC said that RFCTLARR Act regulates land acquisition and lays down the procedure and rules for granting compensation, rehabilitation and resettlement to the affected persons.
The Act has provisions to provide fair compensation to those whose land is taken away, brings transparency to the process of acquisition of land to set up factories or buildings, infrastructural projects and assures rehabilitation of those affected.
He also said that prior to the implementation of RFCTLARR Act in Jammu and Kashmir, the J&K had its own land compensation act and the need of the time is to educate the public about the provisions of the RFCTLARR act for its effectiveimplementation on ground.
The DC also asked the concerned officers to make sure that the due compensation was provided to the owners for the land acquired for the developmental projects. He said the non-payment of compensation to the land holders is a major bottleneck in the timely implementation of the developmental projects. He also stressed for fast track assessment and preparation of revenue papers for the chunk of land to be acquired for developmental purposes.
