Rising concerns of the government on accessibility of people to basic facilities shows it’s concern changing the life standards of the people in any part of the world and same holds good for the Jammu & Kashmir Government which is embarking on some new plans to change narratives of people on their accessibility to basic social services in Jammu & Kashmir. As the restoration of business operations is reducing the stress of covid lockdown on economy after every passing day, the people in Jammu and Kashmir have started crying over the lapses in the working of key basic social services including health, education, drinking water availability, sanitation, road connectivity, drainage and the likes. As reducing intensity in the spread of Covid-19 pandemic has shifted the focus of public demands from covid care to improvement in the water availability, macadamisation of unmecadamised roads, upgradation of sanitation facilities in urban parts of both Kashmir and Jammu division and above all improvement in the power supply hit worst by long duration power cuts in the months of March and April this year, the challenges on improving basic social services have also risen to new heights for the Government in Jammu & Kashmir. In view of the rising expectations of the people and recent reports about lapses in utilisation of funds for developmental works the incumbent Government has recently reshuffled mainland administration to change the face of bureaucracy for the purposes of improving the standards of basic public facilities at the grass roots across Jammu & Kashmir.
The changes in the administration immediately after the commencement of the new financial year shows the incumbent government’s concern on execution of developmental projects having a direct bearing on the accessibility of people to basic public facilities in both Kashmir valley and Jammu division. Now it is for the elected district development councils (DDCs) to work in cooperation and coordination with the heads of district administrations for fast pacing the works on developmental projects having a direct bearing on the accessibility of people to basic public facilities in their concerned constituencies.
Though lapses in the utilisation of funds for development works as per media reports were attributed to the failures of district development councils (DDCs) in most of the districts of both Kashmir valley and Jammu division but the incumbent government dropped hints of zero tolerance against non performance by removing Deputy Commissioners of several districts and heads of several key departments connected with the working of development projects having a direct bearing on improvement in public facilities at the grass roots in Jammu & Kashmir.
