Waste disposal is not a threat to the populations in cities and towns only but it equally poses a threat to the ecology and environment in villages also. True it is that municipalities in cities and towns take care of the waste disposal complaints but in villages the unprecedented rise in the complaints about waste disposal are going unnoticed and consequently are not also attended well by the local panchayats as well across Jammu & Kashmir. To dispose of waste properly without any impact on the ecology of villages, the launch of solid and liquid waste management (SLWM) program is overdue now keeping view the rising crisis of waste disposal management in villages across Jammu & Kashmir. Under solid and liquid waste management program the scientific disposal of waste can leave a tangible impact on village populations across Jammu & Kashmir. By all standards of understandabilities it is the duty of the concerned district administration to identify suitable technologies or methods to manage the liquid and solid waste generated from villages and ensure utilisation of funds allocated for the implementation of SLWM on the basis of the total number of households and notably Rs 7 lakhs are earmarked for a gram panchayat having 150 households and Rs 20 lakh for more than 500 households. Unfortunately rural development department has not launched the Solid Liquid Waste Management (SLWM) program in villages as yet. The rising complaints about the waste disposal management coming from the villages across Jammu & Kashmir show that funds allocated for waste management through Swachh Bharat Abhiyaan remain unspent. In the absence of waste management facilities, the places nearer to water bodies are turning into dumping sites in most of the villages.
Awareness to restore the pristine glory of some of the streams in village by removing accumulating solid waste in the vicinity of such streams is the responsibility of the local panchayats. As government does not launch any awareness campaign to educate Panchayat representatives, villagers and Panchayat officials about the need and importance of Solid Liquid Waste Management, the crisis of waste disposal is rising with greater intensity in villages across Jammu & Kashmir.
Huge heaps of garbage shrinking water bodies in most of the villages across Jammu & Kashmir is an eye opener for the both the top brass of the rural development department and as well as the elected panchayat bodies looking after delivery of basic social services in villages. Never forget that medical waste makes the water more dangerous than the other waste that goes into the water bodies’ day in and day out. The streams in most of the villages once used to be good sources of drinking water facilities are now so much contaminated that the water flowing from these streams can’t be used even for irrigation purposes now.
