DC B’pora chairs meeting for formulation of Capex Budget 2022-23

B’pora : The Deputy Commissioner (DC) Bandipora, Dr Owais Ahmad on Wednesday chaired a meeting of officers to discuss the formulation of District Capex Plan 2022-23.
The meeting held threadbare discussion with regard to the formulation of District Capex Plan 2022-23 and the audience was informed about the methodology and priority areas.
Officers informed about the way forward for District Development Plan formulation as per circular instructions of the Government under 3 tiers planning system and revealed the Uniform templates devised for the purpose of propagation and consolidation through Gram Sabhas.
On the occasion, DC asked the officers to formulate the plan in due consultation with PRIs, BDCs and DDCs of the district and urged the PRI members to prioritize works as per needs and larger public interest. He said that key issues and critical infrastructure gaps will be incorporated at each level to push development in the district to the next level.
He urged officers to focus on completion of halted/incomplete buildings and improvement in existing buildings, Smart classrooms in the Education Sector and hospital upgradation, especially the completion of halted/ incomplete buildings in the Health Sector.
He also instructed them to focus on introducing Solar Lighting Systems, development/preservation of Ponds, development of Parks, development of Playfields and sports equipment besides laying a special focus on Waste Management in rural areas.
The DC said District and Sectoral officers concerned with the District Development Plan shall earmark sufficient allocation for completion of all ongoing schemes in due consultation with all concerned PR institutions and representatives.
He directed officers to have on-spot visits in the field to see feasibility of each work besides proper estimation within given timelines. He also asked officers to formulate a comprehensive schedule and Calendar for all 151 panchayats, phase wise where besides organizing Gram Sabhas all concerned and representatives of departments who are scheduled to be present along with other PRIs representatives in order to facilitate the preparation of action plan for the concerned panchayatHalqas.
He also called for prioritizing Gram SwarajAbhiyan activities during the ensuing month.
The DC asked officers to saturate the 100 points activity plan of Beneficiary Oriented Schemes with the active participation of PRIs.
Dr Owais urged that while formulating any plan each work be identified with reason and justification and requirement status to ensure equitable regional development.
Additional District Development Commissioner Ali Afsar Khan, Joint Director Planning Imtiyaz Ahmad, Assistant Commissioner Development Abdul Rashid Dass, Assistant Commissioner Panchayats Syed AltafHussainMosavi, Superintending Engineer R&B Sajad Naquib, BDOs and other senior officers of the district were present on the occasion.
