DC B’pora chairs meeting on sensitizing PRIs about formulation of DCB, 2022-23

Bandipora, : The Deputy Commissioner (DC) Bandipora, Dr Owais Ahmad on Friday chaired a meeting of members of Panchayat Raj Institutions to sensitize them about formulation of District Capex Plan 2022-23.
Chairman District Development Council Abdul Gani Bhat, Vice Chairperson, DDC members, BDC chairpersons and Sarpanches were also present on the occasion.
The meeting held threadbare discussion with regard to the formulation of District Capex Plan 2022-23 and the audience was informed about the methodology and priority areas.
Officers informed about the way forward for District Development Plan formulation as per circular instructions of the Govt under 3 tier planning system and revealed the Uniform templates devised for the purpose of propagation and consolidation through Gram Sabhas.
It was given out that last year under PRI grants, Rs 23.30 Lakhs were allocated per Panchayat, Rs 25 lakhs per Block for Block Development Councils and Rs 10 Crore grants for District Development Councils that were to be made part of Capex in addition to MGNREGA, 14th FC, PMAY, JJM and PMGSY sectors.
Meeting was informed that the total district plan size for the district during 2022- 23 is Rs 529 Cr.
On the occasion, the DC asked officers to formulate the plan in due consultation with PRIs, BDCs and DDCs of the district and urged the PRI members to prioritize works as per needs and larger public interest.
He said that key issues and critical infrastructure gaps be incorporated at each level to push development in the district to the next level. He further asked PRIs to focus on completion of halted/incomplete buildings and improvement in existing buildings, Smart classrooms in Education Sector and hospital upgradation especially the completion of halted/ incomplete buildings in Health Sector.
He also instructed them to focus on introducing Solar Lighting Systems, Development/Preservation of Ponds, Development of Parks, Development of Playfields and sports equipment besides laying a special focus on Waste Management in rural areas.
Dr Owais also called for improvement of Power Infrastructure in Block/Village level besides prioritizing connectivity, sanitation sectors as gap filling measures.
He said District and Sectoral officers concerned with the District Development Plan shall earmark sufficient allocation for completion of all ongoing schemes in due consultation with all concerned PR institutions and representatives.
Dr Owais directed officers to have on-spot visits in the field to see feasibility of each work besides proper estimation within given timelines. He also asked officers to formulate a comprehensive schedule and Calendar for all 151 panchayats, phase wise where besides organizing Gram Sabhas all concerned and representatives of departments who are scheduled to be present along with other PRIs representatives in order to facilitate the preparation of action plan for the concerned panchayat Halqas.
He called for prioritizing Gram Swaraj Abhiyan activities during the ensuing month.
The DC asked officers to saturate the 100 points activity plan of Beneficiary Oriented Schemes with the active participation of PRIs.
He urged that while formulating any plan each work be identified with reason and justification and requirement status to ensure equitable regional development.
