District level-BMC constitured, Annual Dev Plan of Rs 4493.80 lakhs approved for FY 2022-23

Kishtwar : The 4th General District Council Monday discussed the developmental issues of the district Kishtwar and constituted District level Bio Diversity Management Committee (BMC) at its meeting chaired by District Development Council Chairperson, Pooja Thakur here at Conference Hall DC office complex.
The general Council meeting was attended by BDCs, DDCs, ADDC/CEO District Council Kishtwar, ACP Kishtwar, ACD Kishtwar, DPO Kishtwar, DFO Kishtwar besides other Key officers of line Departments.
At the outset, the Chairperson, District Development Council took feedback on the action taken on the issues raised by the General Council in the previous council meeting. Several other developmental issues were also discussed in the meeting.
The DDC Chairperson asked the officers to work in a collective and collaborative manner with the members of District General Council to redress the grievances of people effectively.
During the meeting, CEO District Council/ADDC apprised the General Council about the issue pertaining to the constitution of district level Bio-Diversity Management Committee(BMC) in the district.
He briefed the house that the District Bio-diversity Management Committee was to be constituted in the district under the section 41(A) of the Biodiversity Act 2002 and under the section 22 of the Biological diversity Rule 2004.
Highlighting the function of BMC, the DFO Kishtwar said that the Committee constituted shall consist of Chairperson and not more than six persons nominated by the local body, of whom not less than 18% should belong to the Scheduled Caste/Scheduled Tribes, besides 1/3 female members nominated by the District Development Council (DDCs). The Chairperson of BMC at district level shall be elected from amongst the nominated members of the committee, the DFO further added.
The CEO District Council also elaborated the role of Biodiversity Management Committee and said it will work for promotion, conservation, maintaining sustainable use of natural resources and documentation of all forms of Bio Diversity including habitats, water bodies, land resources, folk varieties, cultivars as well as domesticated livestock etc.
Thereafter, the house unanimously passed a resolution for the constitution of BMC in the presence of the DDC chairperson.
Later, CEO District Council asked BDOs to share the list of beneficiaries viz. 20 unemployed youths from each Panchayats, who shall be provided training by the JKRLM under the flagship scheme HMMU (Himayat).
The list was also unanimously passed by the district council.
Finally, ADDC/CEO, District Council Kishtwar submitted the Annual Development Plan under the Capex budget of BDC/DDC/PRIs before the house for approval.
Assistant Commissioner Panchayat Zakir Hussain Wani informed the house that the Annual Development Plan under the Annual Development fund has been received from all the blocks, but the DDC plans were submitted only from the 3 DDC constituencies till date.
The Council chairperson asked the DDC members to submit their DDC plan by or before 20th March 2022 in the office of CEO District Council Kishtwar for further course of action.
The council unanimously passed the proposals under the Annual Development Plan for the next fiscal year with the financial ceiling of BDCs Grant @ Rs 25 lakh per block, DDC grant @ Rs 71.40 lakh per constituency and PRI grant @ Rs 23.30 lakh per Panchayat.
A total Annual Devplan of Rs 4490 3.80 lakh was passed in the Council meeting for the equitable development of Kishtwar District.
