Distt Council Udhampur discusses formulation of Budget, Area Dev Plans for 2022-23

Udhampur  To discuss the strategy for the preparation of District Capex Budget Area Development plan under BDC, DDC and PRIs grants for the financial year 2022-23, Chairman District Development Council, Udhampur Lal Chand on Friday chaired District Development Council meeting here at Conference Hall DC Office Complex Udhampur.
Vice Chairperson DDC, Juhi Manhas Pathania, all BDC Chairpersons /DDC Councilors, ADDC,Kanta Devi Additional District Development Commissioner Udhampur and other Senior District/ Sectoral Officers of various departments attended the meeting.
Threadbare discussion were held on various aspects of Area Development plan, Panchayat, Block and District Level Plan of different sectors in the district which included Rural connectivity, Rural infrastructure, PHE, Irrigation including water conservation, Agriculture, Power, Health, Education, besides Developing area specific potential and generating employment.
While addressing the meeting, DDC Chairperson and DDC Vice Chairperson also guided the District Development Council members regarding modalities to be followed in formulation of plans at different level which could redress larger aspirations of public. The Chairman DDC while concluding the meeting reiterated that plans at different level should be framed by incorporating the repeated public demands raised at different platfor Further the efforts should be made to complete the plan formulation exercise in a time bound manner with consultation of all stakeholders and department officers. The DDC Chairperson appreciated the efforts of District Administration for holding such valuable interaction programme for the Councils representatives. He said that such programmes go a long way for effective formulation of District plan which would definitely percolate benefits at grass root level.
At the outset, ADDC Udhampur presented a welcome address and gave a sector wise detailed powerpoint presentation about the physical and financial progress for the year 2021-22 of various ongoing developmental works being executed by different departments in the district.She requested the BDCs, DDCs and PRIs to give their valuable suggestions to make the next ADP (2022-23) plan more effective and fruitful.
She also briefed about the formulation of the District Development Plan for the current year. All the sectors were discussed in detail and the house was appraised about the possible sectors for next year’s plan. ADDC impressed that aim is to strengthen grass root democracy by participatory planning by involving all stakeholders in identification of key areas of development.
Major components of District Capex which include UT component/ Regular Schemes Negotiated Loan Central Share for CSS & State Share for CSS. She added that the Area Development Plans must be holistic plans and cover all the sectors. While appealing, ADDC said that timely formulation of the development plan will help a lot to take up the work in a time bound manner.
During the meeting, all the BDCs and DDCs also expressed their suggestions and other initiatives that need to be taken for better planning at the block level.
