Srinagar  : The Divisional Commissioner, Kashmir, Pandurang K. Pole along with Director General, J&K IMPARD, Saurabh Bhagat Tuesday inaugurated a Workshop Series on “Disaster Preparedness, Revenue Courts, Digitization & Other Revenue Matters” here at IMPARD Srinagar.
The Training Series is being organized jointly by Centre for Disaster Management, J&K IMPARD and J&K Government. During his inaugural address, Div. Com informed the participants that Revenue Department is required to implement more laws than all the other departments put together. Therefore, he said, the officers of the Revenue Department need more intensive training.
He shared his experience as Deputy Commissioner while in Maharastra, where it is a routine to conduct 3-day residential Training Courses for Revenue Officers to teach them all Revenue related laws.
He said this training builds their capacity to implement Revenue laws efficiently.He said that an officer deployed in a District should know about his area of jurisdiction and the laws he is required to implement in two months. “This is possible only through intensive training”, he added.
He further said that a training workshop is the best mode of imparting training to officers because an officer learns better through Peer Learning which includes interaction with his compeers through cross-talk. He advised the participants to do intensive cross-talk to benefit from this Training Series to the fullest extent.
The Capacity building Intensive training was attended by 175 revenue officers while equal number of Officers attended through Webcaste mode.
Div Com said that remaining around 3000 Subordinate Revenue Officers from Patwari to Naib Tehsildar have to undergo online Self Certification Course from IMPA Portal in a month.
Director General, J&K IMPARD, while throwing open the Conference, thanked the Divisional Commissioner for his Department’s support in organising this series of Training Events. He also thanked Commissioner Secretary, Revenue Department, Vijay Kumar Bidhuria, who was present in the Workshop online. Besides, he also thanked Aziz Ahmad, the Nodal Officer for the present Workshop.
During his address, DG IMPARD, said that since the re-organization in 2019 of the erstwhile J&K State into Union Territory, there has been a complete change in the rules.”Almost all the rules in the Revenue sphere have changed and officers need to be acquainted with new laws”, he emphasized.
He said that the emphasis laid by Lt. Governor on Transparency, Good Governance, and Grievance Redressal, and the need to mainstreaming J&K with Indian laws, the responsibility of J&K IMPARD in the field of training has increased manifold.
” In this backdrop, the J&K IMPARD enlisted the support of Department of Administrative Reforms and Public Grievances, in implementing e-Office in IMPARD itself, and in devising intensive training modules for the functionaries of J&K Government”, he added.
He particularly mentioned Right to Information (RTI), LMS (Learning Management System), JKAS Probationary Officers Training Batch-2019, Land Revenue Records Digitization, Orientation Training on Grievance Redressal, Training for functionaries of Panchayati Raj Institutions (PRIs),Skill Development, Disaster Management, Pradhan Mantri’s Flagship Schemes, Secretariat Assistants Training Courses (SATC) and Knowledge Management System which includes recording lecture content, both video and textual, and uploading it on website where from it could be downloaded by interested persons.
The DG highlighted that IMPARD has this Financial Year 90 Senior JKAS Officers for mid-career training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Massorie & Uttrakhand ; and gave SATC training to 3000 frontline functionaries.
He said that the crowning glory of IMPARD was to develop District Good Governance Index (DGGI) which enables the stakeholders to view at a glance as to how a particular District is performing. He informed the participants that Lt. Governor and the Chief Secretary of J&K will launch DGGI Dashboard, NESDA, and LMS on March 26th 2022 at Jammu.
Commissioner Secretary Revenue, Vijay Kumar Bidhuria also spoke virtually on the occasion. He also laid stress on Peer Learning. He advised the participants to ask questions not only to speakers but to their peers also. He said that Peer Learning is the best way of learning.
Associate Professor, G. M. Dar who is co-ordinating the Training Series said that the Training Series would be spread over 3 (three) days to cover 11 (eleven) different Technical Sessions. Accordingly, he said the clientele for every session would be different and added that about 1000 officers would be participating in this semi virtual series of training events.
The Training Series would be concluded on March 10th, 2022.
