Since reducing livelihood opportunities during last more than two years of pandemic had also consequently reduced the income of the people of lower income groups like their contemporaries in several states and union territories of the country, the capacity of the people of lower income groups to buy even essential commodities for daily human needs had also reduced unprecedentedly during last more than two years. Amid reducing income of the people of lower income groups a long awaited path breaking decision of the incumbent J&K Government marking the beginning of regularisation of thousands of permanent daily labourers (PDL) and temporary daily labourers (TDL) of the Power Development Department has undoubtedly brought respite to them. A huge respite brought by the incumbent J&K Government just in a single stroke of pen was promised by successive popular governments for over thirty years. While the incumbent government has brought respite to the permanent daily labourers (PDL) and temporary daily labourers (TDL) of Power Development Departments without promising them regularisation, the successive popular governments of erstwhile Jammu & Kashmir state only promised regularisation but did not bother to keep the promise year after year despite street processions and protests year after year for about two decades by permanent daily labourers (PDL) and temporary daily labourers (TDL) of all the departments including those of Power Development Department. The Government’s decision will most likely reduce the inequality in the income of the ground level workers in the power development department and such measures if carried out for reducing the inequality in the incomes of the ground level workers in other departments also would mark the beginning of a new chapter in the recruitment history of Jammu & Kashmir. Reducing the inequality in the income of the ground level workers in all the government departments will obviously also improve the delivery of the basic social services by several government departments and also the working of several government departments.
People don’t buy theories which are carried out with the intents of exploitation but they acknowledge the policies of public welfare if implemented with the spirit of equality among the people of all shades and opinions irrespective of their religious, regional and cultural affiliations. Spirit of public welfare if demonstrated in decisions and actions changes into a vibrant movement of sustainable development and same holds good for the incumbent Jammu & Kashmir Government.
The Government’s decision on framing recruitment rules in the power development department for the regularisation of permanent daily labourers (PDL) and temporary daily labourers (TDL) has generated hopes of regularisation among thousands of permanent daily labourers (PDL) and temporary daily labourers (TDL)in dozens of other Government Departments and Public Sectors Undertakings(PSU) also.
