While the recent acid attack on a girl in Srinagar and another attack on a girl in a house in Bemina Srinagar by burglars under broad day light shows unprecedented rise in the crimes against women in Kashmir, the police has opened women help desks in Srinagar for the safety security of women in Kashmir. While undoubtedly the police vigil over the crimes against women is a welcome move but social security if enforced strictly would prove a much stronger safety measure for the women than the police help desks at selected places in Srinagar and other parts of Kashmir valley. Youth could play a major role in reducing rising crimes against women if they are mobilised well by the civil society groups in Srinagar city and major towns of Kashmir valley. Civil Society Groups and religious preechers have a bigger role in generating awareness among people particularly youth on the rising challenges of security and safety of women in Kashmir. There is indeed an apparent and tragic correlation between women’s increased participation in the educational, social, administrative and cultural activities both within and outside the government in Jammu & Kashmir. While Government is itself obliged to take care of the safety and security of women in government offices and public institutions including schools and colleges controlled and administered by it , the civil society groups and religious preechers can play a greater role in raising awareness among youth on their responsibility about the safety and security of women at public places like markets, shopping malls and private coaching centres .
There have been desperate attempts towards studying the multidimensional issues concerning the safety and security of women cropping up due to unprecedented change in circumstances and situations prevailing in Jammu & Kashmir today, but the issues confronting women are yet to be addressed more seriously by the civil society groups and religious leaders. Consistency in the social efforts for involvement of youth against rising attacks on women is by all standards understandability key to safety and security of women at public places.
Rising tendency among Kashmiri women to move out from their homes for education and jobs has consequently thrown bigger challenges of their safety and security but neither the civil society groups nor the religious preechers have bothered to debate and discussed remedial measures against rising attacks on women in Srinagar and other parts of Kashmir valley. While on one hand women in Kashmir have become more visible in a deeply patriarchal society, but on the other hand the civil society groups and religious leaders are not even remotely concerned on rise in attacks on women.
