Jammu : Commissioner Secretary, Rural Development and Panchayati Raj, MandeepKour reviewed the progress on Cluster Tribal Villages and various tribal welfare related works under Centrally Sponsored Schemes being executed in Districts Rajouri and Poonch. Strict timelines were fixed for adherence in order to ensure time-bound completion.

Secretary, Tribal Affairs, Dr ShahidIqbalChoudhary discussed about various tribal welfare schemes and need for effective convergence with Rural Development for maximum benefits of CSS in tribal areas.

Additional District Development Commissioners, Asstt Commissioners Development, Asstt Commissioners Panchayat, Executive Engineers and BDOs of District Rajouri and Poonch were present in the meeting. Director Jammu RDD Mumtaz Ali, Jt Director Planning, Tribal Affairs, Shamaun Ahmed and SE Rural Engineering Wing were also present.

Mandeep exhorted upon the field functionaries of Rural Development Department for immediate tendering of balance works of tribal affairs department under rural development sector. She also set a deadline of 3 days for uploading on MGNREGA portal all the works required to be taken up under convergence between funding provided by Tribal Affairs Department and MGNREGA.

She reviewed the work wise status of works including trending process and execution with focus on quality, convergence model and active efforts being made by the department in tribal areas.

Progress was reviewed for 12 Cluster Tribal Model Villages in Rajouri and Poonch under which funds have been provided by the tribal affairs department both under UT CapEx and Centrally Sponsored Scheme.  The works related to rural infrastructure including connectivity have been prioritised.

The secretary was informed that a total of 554 works have been taken up in district Rajouri and more than 300 works in district Poonch which include rural connectivity, educational infrastructure, anganwadi Centres, rural housing, sanitation and other local works. More than 40 villages are covered under 12 clusters.  Further, the scheme of CTMV is being replaced by Integrated Village Development Scheme under which infrastructure development will have 100% funding by the Central Government. List of villages from both the districts has been submitted to Government of India for release of funds.

Commissioner Secretary RDD and Secretary Tribal Affairs Department discussed various contours of convergence between schemes of both the department for maximum benefit to tribal population in twin border districts. It was also discussed that plan formulation for 2022-23 shall be completed immediately.
