DLRC Meeting: DDC Kathua reviews performance of Banks

Kathua |: The performance of the banks in key areas was Tuesday reviewed by Deputy Commissioner Kathua Rahul Yadav here at DCC/DLRC/DLAC meeting held in his office.
The meeting held detailed deliberations on flow of credit, relating to deposits, advances under priority sector, clearance of Government Sponsored Schemes, lending for the quarters ending September 30, 2021 and performance of RSETI, Kathua.
The proceedings of the meeting were conducted by LDM, Qazi Farooq.
The meeting was attended by CPO, AGM LDO RBI, DDM, NABARD, Cluster Head J&K Bank, Chief Agriculture Officer Kathua, PO, DUDA, CAHO, and officers of SBI, PNB, JK Gramin Bank, KVIB, NRLM and other concerned from different departments.
The Chairman (DDC Kathua) reviewed the progress of CD ratio, cases under KCC, New KCC (Dairy, Poultry, Fisheries and Sheep Husbandry), PMEGP – KVIB / KVIC / DIC / NULM, NRLM Handloom / Handicraft, PMAY with special emphasis on credit linkage of beneficiaries under these schemes. He emphasized upon banks to simplify the systems and procedures so that maximum beneficiaries are credit linked under various schemes for generation of employment. He called for exercising empathy towards poverty stricken people, which is bound to ensure the achievement of their set targets.
The DDC advised departments and banks to focus on awareness programs for dissemination of information to general public/farmers/skilled persons so that they are facilitated to set up new units of economic activities and thereby increase the C.D Ratio of the district. He desired that potential under Agri and allied activities be exploited fully to achieve the benchmark of 18%.
The Chairman exhorted upon the banks to exploit all resources at their disposal and come out with a concrete action plan to increase present CD-ratio of 43.00% to minimum 60% by the end of next quarter of 2021-22.
“Banks need to ensure 100% penetration under social security schemes like Jan Dhan Yojana, Suraksha Bima Yojana, Jeevan Jyoti Yojana, Atal Pension Yojana and to issue Rupay Debit Cards to all eligible account holders” directed DDC.
The DDC also advised to organise special awareness camps for social welfare schemes with the active participation of banks and departments and further emphasised for achieving 100% targets of ACP 2021-22.
The DDC Kathua also launched the PLP prepared by NABARD for FY 2022-23.
The Chairman advised the banks not to obtain collateral security/guarantee from the applicants where it is not necessary to be obtained.
LDO RBI Dheeraj Kumar Arora suggested developing a checklist for government sponsored scheme for easy facilitation and impressed upon minimizing the pendency at banks level by following turnaround time guidelines.
DDM, NABARD, Amit Kumar discussed the continuation of the subsidy scheme of AMI and Financial Inclusion Fund with the house. He further informed the house about the inclusion of two new activities, Rope Way and Road over Bridge (Railway Crossings) under the RIDF of NABARD.
The Local Advisory Committee meeting of RSETI for the quarter ended Sept 2021 was also held along with DLRC wherein the forum was told to expedite the process of early construction of RSETI on the allotted land.
The DDC advised all the bankers to sanction the RSETI sponsored loan applications on priority basis.
LDM Kathua, Qazi Farooq presented the achievements under Annual Action Plan for the year 2021-22. He informed the house that Rs 415.86 crores have been disbursed under priority sector and Rs 485.58 crore under non-priority sector, thereby recording 39.45% achievement under ACP as on 30.09.2021.
Further, under social security schemes, 199347 accounts were opened under PMJDY, 8693 individuals were covered under Atal Pension Yojana, 55674 individuals under Jeevan Jyoti Bima Yojana, 108437 individuals under Suraksha Bima Yojana and 23111 accounts were opened under PMMY as on 30 Sept 2021.
