Public interest and public welfare are though synonymous to each other and as such public welfare measures by all standards of understandabilities have to be planned and implemented in the larger interests of the public but unfortunately public convenience not to talk of public interest is accorded the priority it deserves. Whether it is shifting of public offices from one location to the other or the creation of new public facilities the interests of the common people have to be a priority for the government in part of the world and same holds good for the people of Jammu & Kashmir. During reign of previous popular governments of erstwhile Jammu & Kashmir states the divisional head offices of several departments were built at some places in Srinagar districts without keeping in view the physical convenience of the people to such offices of the key departments in Kashmir. Worth mentioning is the fact that physical convenience of such public offices to people of all the districts has to be a priority for the purposes of the access of people to the authorities who are approached for the resolution of public issues concerning delivery of basic social services in both Kashmir valley and as well as Jammu division. Since most of the new venues of some top government offices are located at inaccessible places both in summer capital Srinagar and as well as winter capital Jammu, the people are more aggrieved due to location of such key offices than the quiescent approach of the authorities in hearing the grievances of the people concerning delivery of public services in different districts of both Kashmir valley and Jammu division. Since the public welfare revolves around public interest in one way or the other, the public convenience is by all standards of understandabilities an integral part of public interest and custodians of public interests should ensure that public convenience is not in any way compromised.
Since decisions taken in isolation by the public functionaries on shifting of the venues of key government offices mostly go against the spirits of public convenience and as such it would be in the interests of both the government and the people if decisions on changing the top government offices of key departments in twin capitals cities Srinagar and Jammu and all district headquarters are taken after consultations with all the stake holders.
Public convenience is not a matter of the administrative wisdom of a particular department or a particular public functionary but it is a matter of public debate and a collective decision on shifting the venue of a particular divisional or district office in any part of Jammu & Kashmir.
