DC B’gam reviews progress under Distt Capex, B2V progs, directs for expediting incomplete work

Budgam: The District Development Commissioner (DDC) Budgam, Shahbaz Ahmad Mirza Thursday directed all the concerned officers to ensure that all pending works are taken up by the end of October 31 and simultaneously all payments are made/ released for the works completed before 31st October 2021.
The DDC issued the directions while chairing a meeting of all concerned District and Sectoral officers, here to review the progress made under each working sector during the current financial year under District Capex Budget.
The detailed review and status put forth before the chairman through a powerpoint presentation included sector wise, scheme wise touching all departments and executing agencies.
While giving the details of the review, the AD Planning said that an amount of Rs. 94.99 Crs has been put available for expenditure by the end of September 2021, under District Capex Plan, of this about 64.97 Crs has been spent on various projects under execution of various departments relating to different schemes.
In addition it was also given out that under the Block Area Development fund, an amount of Rs. 125.72 Crs were put available for PRIs including DDCs, BDCs and till date an expenditure of Rs 66.10 Crs has been made, out of this amount on various works, involving some key works across the district, thus achieving a target of 52 percent by the end of 25 September, 2021.
Regarding other key sectors like R&B, PHE, PDD, PMGSY, RDD and other allied sectors it was given out that during current working season about 325.78 kms including 89.65 under PMGSY have been macadamized by R&B Division Budgam and R&B Division Chadoora.
Prior to this it was also given out through a powerpoint presentation that the District Capex Budget for the year 2021-22 has been drastically raised and fixed for an amount of Rs. 797.44 Crs. In addition, a similar raise was made under BADF covering all PRIs including DDCs, BDCs, MCs, as an amount of Rs 790.44 Crs have been approved and allotted for the execution of works relating to all key sectors.
On this the AD planning said that about 2112 works have been identified under various sectors to be taken up for completion, of these about 1755 works have been tendered, 849 allotted and till date 109 have been completed.
Regarding JJM and PHE sectors, the meeting was informed that Rs. 1240.24 Crs will be spent on 174 identified water supply schemes, of these 158 schemes have already been approved and under first phase Rs. 707.49 Crs have been provided for expenditure.
Regarding progress under RDD, the meeting was informed that an amount of Rs. 22.49 Crs has been kept as outlay for the year 2021-22. Till date Rs. 11.24 Crs have been made available, about 871 works have been identified and targeted to be taken in hand, among these 791 works have been provided Administrative approval. 727 works tendered out and 250 taken up for execution.
In addition, under MGNREGA about 24169 households provided employment. 30101 poor persons provided opportunities to generate employment, besides 3591 women worked so far and 88559 women person days were also generated.
It was further given out that about 1655 different kinds of works were taken up under MGNREGA during 2021-22, thus involving an expenditure of 3955.92 Crs of these 813 works stand completed till date.
The DDC during the review touched all other key sectors under various departments including Health, Education, Social Welfare, Agriculture, Horticulture etc.
He once again reiterated and reminded that there is poor show as well as poor performance from some individuals, officers, departments failing to ensure timely completion of given out assignments. Such a tardy and irresponsible approach shall not be tolerated any more.
He asked them to be positive, attend assignments with strong commitment and desire, unprecedented excuses and deliberate negligence will be taken up as serious inefficiency on the part of the concerned officers.
